Summary of Duties:


Reporting to the Manager, Innovation and Continuous Improvement, the Specialist, Continuous Improvement supports the implementation of organizational capabilities, including continuous improvement, data literacy, project management, innovation, business analysis, and policy and report writing, with the goal of increasing the collective capacity of all leaders and employees across the Corporation of the City of London and related Agencies, Boards and Commissions.


The Specialist, Continuous Improvement will provide advice, consultation and facilitation while working with Service Areas and Project Teams to ensure Continuous Improvement Initiatives are implemented successfully and align with Council's Strategic Plan.


Work Performed:


  • Assist with the development, implementation, and ongoing delivery of organizational capabilities.
  • Work with service areas and teams to identify opportunities to improve their maturity related to the various organizational capabilities and assist with detailed plans to address gaps.
  • Develop and execute detailed project plans to deliver high quality, engaging and effective continuous improvement projects across the organization.
  • Identify and recommend procedures and practices that support divisional objectives that contribute to the implementation of strategic initiatives for the Strategy and Innovation Division to meet the Council's Strategic Plan.
  • Serve as project support; work with key individuals within and across the organization to identify and ensure documentation of Service Area process improvements.
  • Assist teams with the development of detailed project plans and best practices to monitor and track progress on projects to ensure that the scope and direction of each project is on schedule.
  • Provide advice regarding strategies to resolve project issues and ensure timelines are met.
  • Provide input on utilization of resources, workflow, and operational procedures to increase efficiency, productivity and capacity while improving service delivery.
  • Make recommendations for Service Area program improvements using Continuous Improvement methodologies such as Affected Parties Engagement, Process Mapping, Project Charter and Root Cause Analysis.
  • Assist with the planning, implementation, facilitation, execution, and followup with continuous improvement initiatives.
  • Assist teams with daily management by implementing and initiating visual management, daily huddles, standard reporting and metric development.
  • Review and assess performance metrics, progress on milestones and deliverables of continuous process improvement initiatives.

  • Coordinate and/or prepare reports and/or presentations (monthly/quarterly/annually) under the direction of the Manager, Innovation and Continuous Improvement for the Senior Leadership Team, Council and various committees as required.
  • Maintain an understanding of the business and service objectives of the Strategy and Innovation Division and the Innovation and Continuous Improvement Office.
  • Assist with the ongoing development and delivery of related training and development programs that support organizational capabilities (continuous improvement, project management, data literacy, policy and report writing, business analysis and innovation)
  • Demonstrate commitment to antiracism, antioppression, and human rights through practices and interactions with community partners, employees and individuals and support programs and initiatives that reflect this commitment.
  • Demonstrate commitment and adherence to Health and Safety legislation and programs; actively promote a culture of safety.
  • Gather, assemble, analyze, and present information and data from various sources to identify, plan and implement actions to achieve various project or divisional objectives.
  • Effectively and thoroughly evaluate and organize complex information to be easily understood by various audiences.
  • Develop and execute strategies for communicating information and facilitating discussions; provide rational for decisions, recommendations or courses of action required to resolve an issue.
  • Implement strategies to track performance measures for Unit deliverables, using appropriate data collection and analytics.

Qualifications:


  • Completion of a University degree or community college diploma in business, engineering, computer science or equivalent combination of education and related professional and lived community experience.
  • Five years of experience in project management utilizing process improvement strategies.
  • Certification in process improvement methodologies, such as Green Belt or Lean Six Sigma is an asset.
  • Combination of project management training including scrum/ag
