Purpose:


The Director, Patient Care Services provides context and strategic guidance in the operations of a clinical program within the Royal Ottawa Health Care Group.

This position guides and directs the delivery of patient care services specific to the clinical program in collaboration with the Clinical Director the implementation of service standards, metrics and human resource management; fostering positive employee, patient, community and partner relations specific to the clinical services; ensuring program meets accreditation standards, develop and adhere to patient and employee safety standards.


Duties:


Accountability #1:
Delivery of patient care services


  • Oversees operations in line with the clinical context of a specific clinical program(s).
  • Ensuring integration of clinical research and teaching with clinical practice.
  • Providing leadership and direction for a specific clinical program(s).
  • Ensuring integration of clinical research and teaching with clinical practice
  • Ensuring efficient and effective delivery of interdisciplinary services and access to patient care services.
  • Facilitating accreditation reviews.
  • Ensuring services are compliant with relevant legislation.

Accountability #2:
Management of the Human Resources functions


  • Guides and manages the overall provision of patient care services, policies, and programs for the specific clinical program.

The major areas directed are:

  • Accountable for the effective and efficient utilization of human resources with applicable collective agreements; policies and procedures; and legal requirements.
  • Coaching and mentoring staff, oversee talent management processes.
  • Promoting and fostering a safe and healthy work environment.
  • Performance appraisals.
  • Attendance management.
  • Adherence to patient and workplace safety policies and practices.
  • Adherence to respectful workplace policies and practices.

Accountability #3:
Management of operating and capital budgets


  • Planning, developing and administering operating and capital budgets. Includes liaison with funding sources.
  • Ensuring that the financial, performance and other information used for decision making is reliable and adequate.
  • Facilitating evaluation of the Program.

Accountability #4:
Strategic Planning in line with Corporate Goals


  • Ensuring development of Program Goals & Objectives in line with Corporate Goals.
  • Facilitating evaluation of the Program.
  • Ensuring integration of clinical research and teaching with clinical practice.
  • Fosters interdisciplinary research and integration of research into care. Encourages client and family involvement in research. Works collaboratively with the IMHR and Universities to identify, develop and implement research projects.
  • Fosters cocreation of the implementation of the strategic plan and corresponding metrics.

Accountability #5:
Representation of the program and ROHCG


  • Participating as appropriate in corporate teams, working groups or committees.
  • Representing the ROHCG and Program at community committees and partnerships.
  • Responsible for policy/practice and procedure development and documentation related to the clinical program.
  • Works in a manner that is conducive with staff and patient/client safety practices, policies and procedures of The Royal.
  • Ensures a work environment that is conducive to The Royal's Harassment-Free Workplace policy.
  • Other duties as assigned.

Qualifications:


  • Master's degree in health care discipline, business, or related field. An equivalent combination of experience and education will be considered.
  • Member of a Regulated Health Care Profession preferred.
  • Minimum of five years of progressive leadership experience in complex health care environments, with broad understanding of issues related to nursing professional practice, interprofessional collaboration and leading/managing in a highly unionized environment.
  • Minimum of five years of recent clinical and/or leadership experience in hospitalbased mental health and addictions services, significant demonstrated experience within forensic psychiatry preferred.
