The Historic Resources Management Program was developed to identify, save and celebrate Edmonton's historic resources.

The Heritage Planner is responsible for executing and evolving the Historic Resources Management Program.

This is a specialized planning position that includes day-to-day work with property owners on preservation issues, conducting research to support the development of policy about historic resources, supporting public education, liaising with heritage preservation advocates and other levels of government, and working with citizens and stakeholders who are involved with the city's heritage ecosystem.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will work with the Heritage Planning Team to:

  • Maintain the Historic Resources Inventory and the Historic Resources Registry to ensure they are accurate, defensible and publicly accessible
  • Administer the Heritage Reserve Fund by disbursing financial incentives to designated Municipal Historic Resources by processing rehabilitation and maintenance grants and implementing changes to address evolving needs and make best use of funds
  • Work with Financial Services to project Heritage Reserve Fund balances and complete yearend reporting
  • In collaboration with Legal Services, prepare agreements for designated Municipal Historic Resources and actively manage their implementation
  • Monitor and inspect rehabilitation projects to ensure compliance with relevant heritage requirements and ensure work is completed in a manner that prevents deterioration and disrepair
  • Complete the statutory requirements under the Historical Resources Act, including issuing a Notice of Intention to Designate, preparing the Designation Bylaw, drafting a Statement of Significance for the historic resource, and any required Amending Bylaws for Council and Committee review
  • As the City's first point of contact for heritage issues, receive and respond promptly and professionally to numerous inquiries from citizens, property owners, real estate agents, consultants, developers, community leagues, various boards and commissions, and other levels of government
  • Support the work of strategic heritage projects, including research and preparation of recommended courses of action for review
  • Draft Council and Committee briefings, reports, presentations, and responses to inquiries
  • Perform other related duties as required

Qualifications:


  • Bachelors degree in urban planning or a degree related to the functions of the position; a masters degree is an asset
  • Membership, or eligibility for membership, in the Canadian Institute of Planners is an asset
  • Two years of land use and/or policy planning experience in the public and/or private sector that includes:
  • Strong understanding of heritage conservation standards and guidelines
  • Background in heritage conservation practices, including some architectural knowledge
  • Land use planning policy development
  • Land development processes
  • Broad and demonstrated experience in handling projects
  • Public and stakeholder engagement

  • Knowledge of, and an aptitude for, working with and integrating multiple planning functions: land use, parks, drainage, public and stakeholder engagement
  • Knowledge and experience sufficient to provide recommendations on project feasibility, costeffectiveness, regulatory conformance, or possible alternatives
  • Ability to handle politically or otherwise sensitive projects and topics and discuss with tact and acumen
  • Proven critical thinking and problem solving skills
  • Effective written and verbal communication skills, including the ability to contribute to the creation of Council and Committee reports and presentations, articles, and correspondence
  • Negotiation skills and the ability to effectively facilitate meetings with confidence, for both internal stakeholders and public engagement purposes
  • The ability to build and maintain effective and collaborative working relationships with internal and external stakeholders
  • Demonstrated creativity
  • Current knowledge of the provincial legislative framework, economic and legal trends that may influence or impact planning policy, statutory framework, regulations (Zoning Bylaw12800 for example), as they pertain to historic conservation
  • Research skills and the ability to analyze data to inform heritage planning policy decisions
  • Demonstrated ability to achieve results in the context of a respectful, inclusiv
