The Workforce Relations Division provides strategic labour relations advice and expertise to government, the negotiation of collective agreements, contract administration, job evaluation, benefits administration, public sector compensation coordination, and research and consultative services.

Conditions of Employment:

  • Must be able to travel within Manitoba by air and ground transportation
  • Must be able to work overtime as required

Qualifications:

Essential:


  • Postsecondary degree in a related field (e.g. human resources, labour relations, labour law) or an equivalent combination of related education, training and experience may be considered
  • Experience in employee and labour relations, including providing advice and guidance on best practices
  • Experience conducting indepth investigations into allegations of employee misconduct
  • Strong conflict resolution skills with the ability to use influence to solve problems and advance opportunities
  • Strong verbal communication skills with the ability to articulate complex and sensitive information to a variety of audiences
  • Strong written communication skills with the ability to convey accurate, concise information in a logical, well organized and clear manner
  • Effective interpersonal skills with the ability to develop credibility and effective relationships with internal and external stakeholders, and work collaboratively as part of a team
  • Experience demonstrating political acumen with the ability to use tact and diplomacy to navigate politically sensitive issues
  • Strong analytical and decision making skills with the ability to make appropriate recommendations in complex situations
  • Experience supporting procedural change and fostering a culture of innovation, risk taking and resiliency
  • Effective organizational and time management skills with the ability to manage multiple tasks, adapt to changing priorities and meet strict deadlines
  • Ability to work effectively with a high degree of independence and autonomy and take initiative

Duties:


  • Reporting to the Manager of Employee and Labour Relations Investigations, this position is responsible for leading or participating in workplace investigations of varying complexities such as allegations of inappropriate behavior, misconduct, discrimination, harassment, retaliation, workplace violence, theft, substance abuse, falsification, or other employee misconduct or violations of policies. The position ensures the process is objective, timely and within the provisions of the various collective agreements, legislation and policies._

  • This position also supports a Centre of Excellence model for service delivery. This includes triaging files, maintaining statistics, answering questions on best practices, reviewing investigation reports and providing training._
