How will you contribute?:


The incumbent will be expected to act as an expert advisor to senators and managers within the Senate Administration and is expected to provide guidance and counsel on the impact and optics of specific decisions and approaches to human resource matters.

The manager is a natural collaborator who will ensure the provision of coaching and support to clients, leveraging HR programs such as workforce management and attrition risk and analysis, talent and succession planning, performance management, employee engagement and experience, conflict management, equity, diversity & inclusion, and employee/labor relations.


With an understanding of Senate operations and a sound understanding of the organizations strategic direction, the incumbent leads HR practitioners who are responsible for developing and delivering effective, integrated HR solutions and programs aligned with the business strategies and priorities.

The Manager is a people champion and change agent, ensuring alignment between organizational and client needs with HR services and solutions.

As a trusted partner the Manager provides consistent focus on building and maintaining a strong organizational culture that is based in the delivery of human-centric services, improving employee experience, and driving employee engagement

This position is one of five positions reporting to the Chief Human Resources Officer.

The others are Director, Talent Optimization and Employee Well-Being; Director, HR Operations; Senior Advisor, People Analytics and Business Renewal Strategies the Administrative Assistant, Programs.


This position will have three HR Partner positions reporting directly to this role; and two indirect reports being one Talent Acquisition Officer and one HR Assistant, assigned to senators' services.

The general public to staff one (1) indeterminate position in the Human Resources Directorate. This selection process may be used to staff determinate or indeterminate positions at the same level with similar requirements.

The classification for this position is currently under review.

Prerequisites:


  • Completed postsecondary, preferably in a related field such as human resource management, business administration, organizational development or labour relations OR have an equivalent combination of education, training and experience;
  • Extensive experience in managing or leading HR teams delivering services across multiple fields of specialization including talent acquisition, labour relations, talent management, and strategic HR planning in a complex environment;
  • Extensive experience providing advice and support in the review and management of complex and sensitive HR issues and complaints that have potential for high visibility;
  • Proven ability to identify strategic opportunities to advance HR services, programs and priorities and developing/promoting relevant and impactful HR tools and solutions that drive results for client groups;
  • Indepth knowledge of HR management principles in various dimensions of HR program management, issues, and complaints, to guide and assist senior officials on complex HR issues;
  • Excellent diplomacy, tact, and conflict resolution skills complemented by superior oral and written communications skills;
  • Human Resources designation or certification considered is an asset.
