PRIMARY FUNCTION:


Reporting to the Executive Vice President, Legal Services, this position manages and coordinates the provision of Legal Aid BC's Family and Child Protection representation programs and services and helps support Family and Child Protection legal advice services.

This position oversees the policy and standards development for the full spectrum of Legal Aid BC's family and child protection legal services including:
services delivered in person, by telephone, by other means of technology including representation provided within the tariff.

The Manager provides leadership to lawyers and other departmental staff as well as external legal service providers and manages contracts with same.

KEY ACCOUNTABILITIES:


  • Serves as a member of the Managers' Forum.
  • Participates in the development of LABC's budget, business plan and administrative policies.
  • Coordinates interdivisional communications and initiatives; represents the Department on internal committees.
  • Determines departmental program, resource and operational priorities and requirements; develops comprehensive plans and strategies to meet identified program and service needs.
  • Develops and manages the Department's annual budget and is accountable for monitoring, controlling and authorizing expenditures.
  • Manages and participates in special projects in area of expertise; makes presentations and participates in LABC projects within other areas.
  • Oversees and the work of external family law service providers; negotiates contracts, monitors, evaluates and approves work and approves invoices for payment.
  • Ensures the provision of costeffective family law services, including advice and representation, to eligible clients in accordance with LABC's mandate, memorandum of understanding with the Ministry of Attorney General, and current service plan.
  • Develops, maintains and ensures compliance with policies, standards and guidelines for the delivery of family law services, and for the referral of clients to family law service providers.
  • Liaises with private bar lawyers, law firms and other external organizations across the province on matters of mutual interest; takes an active role in resolving problems and facilitating the delivery of effective legal services.
  • Ensures that clients are properly represented with appropriate resources.
  • Helps support the Manager, Family Advice Services, in managing the delivery of the full spectrum of family law and child protection advice services and its costeffective operation.
  • Ensures the provision of family law expertise for the tariff authorizations function.

QUALIFICATIONS:


Education and Experience

  • Completion of a law degree from a law school of recognized standing or eligibility for membership in the Law Society of British Columbia
  • Practicing Lawyer called to the Bar in British Columbia (without restrictions on area of practice)
  • Minimum of eight years' family and child protection law experience, as well as legal practice experience in B.C.
  • Or an equivalent combination of education and experience.

Technical and Behavioural Competencies

  • Considerable knowledge of administrative principles, practices and techniques, and of policies, legislation and organizational issues relevant to departmental programs, services and activities.
  • Considerable knowledge of financial and resource management principles and processes related to the work.
  • Considerable knowledge of current developments and best practices pertaining to departmental activities.
  • Considerable knowledge of judicial processes in particular in relation to family law and child protection law.
  • Excellent skill in planning, organizing, coordinating and administering departmental programs, services and initiatives and in analyzing related information.
  • Excellent skill in communication, facilitation, change management and negotiation.
  • Excellent skill in managing contracts with external law service providers
