    Description

    The Position

    Under the general supervision of the Chief Administrative Officer (CAO), the Director of Divisional Services is responsible for implementing, overseeing, coordinating and directing the approved governing frameworks of the shíshálh Nation. You will lead and manage the day-to-day operations and delivery of programs and services by supporting the Division Managers and their departments. The assigned Division Managers will report to this position along with any other assigned positions as part of the Nation's strategic framework.

    The Candidate:

    • Participate and contribute to the multi-year Strategic Plan by providing information, options, advice and recommendations to the CAO.
    • Oversee administrative services, operations and delivery of the Nation's programs and services by performing quality assurance reviews to identify gaps and areas for improvement.
    • Supervise and provide direction and support to the Nation Division Managers.
    • In the absence of the CAO, attend Chief and Council meetings to provide updates on the operation of programs and services within the scope of responsibility.
    • Ensure issues of serious, urgent or otherwise important nature relating to the Nation, the community/membership or involving Nation programs and services are brought to the immediate attention of the CAO (or Chief & Council in the absence of CAO).
    • Schedule regular meetings to enhance teamwork unity; review strategic priorities; receive progress updates on department programs and services; identify and address organizational and community issues and concerns; provide direction and expectations to Division Managers.
    • Assist with and/or serve on the Financial Management Committee: ensuring annual Department budgets are effectively planned, developed, managed and accurately reported on in a timely manner.
    • Ensure that mandatory reports are completed in a timely fashion, including Department Reports and Workplans, Annual Reports, General Assembly Reports, etc.
    • Exercise conflict resolution and mediation techniques to promptly deal with internal and external complaints. Conduct or arrange independent investigations where necessary.
    • Attend meetings with or on behalf of the CAO or Chief and Council as requested.
    • Ensure departments (via Division Managers) fully utilize funding proposal opportunities to enhance programming, services, capacity and infrastructure.
    • With direction from the CAO, approve or recommend contracts-for-service, as applicable.
    • Supervise and provide direction and support to the Nation Division Managers and other assigned positions.
    • Perform regular performance reviews, check-ins and other employee relations matters.
    • Assist with recruitment and onboarding of those positions that report directly to the role and/or as assigned and needed.
    • Liaise with the Human Resources Director on serious personnel complaints/issues, organizational capacity development and organizational design/structure.
    • Report to and liaise closely with the CAO on matters pertaining to the Nation's administration, operations and the delivery of programs and services.
    • Represent the Nation with other First Nations / Organizations, Federal, Provincial, Boards, Committees and the private/corporate sectors as needed and requested.
    • Maintain productive public relations at all times and represent the community at various functions when required.
    • Assist with ensuring that the strategic priorities and decisions of the Nation are incorporated into departments' strategic plans and annual workplans and are effectively implemented and managed.
    • Perform other duties within the scope of the position, as assigned.

    Qualifications, Skills and Abilities:

    • A Bachelor's degree from an accredited college or university in Public Administration with major coursework in project management, administration, or finance. A Master's Degree is preferred.
    • At least five (5) years of increasingly responsible experience in public sector management, public works maintenance management, or related activity, including five (5) years of management and administrative responsibility in a municipal or First Nations community setting.
    • Knowledge and experience of First Nations political, governance, and community structures and complex funding arrangements pertaining to programs and services.
    • Strong knowledge of management principles and procedures.
    • Knowledge of accounting and budget preparation.
    • Knowledge of Administrative Law.
    • Ability to make administrative and procedural decisions and judgments on sensitive, confidential issues, demonstrating tact, initiative and flexibility.
    • Excellent relationship-building and conflict-resolution skills with an ability to interact and work effectively with senior individuals.
    • Superior level of computer literacy, especially word processing, spreadsheets, presentation software and research engines and tools.
    • Excellent verbal and written communication skills with an ability to communicate complex information and the capability for drafting and editing various written reports and materials.
    • Possession of a valid BC driver's license and access to a reliable vehicle.
    • Acceptable Criminal Record Check with Vulnerable Sector Search.
