Under the general supervision of the Supervisor of Sales and Acquisition, the Real Estate Officer Associate is assigned work relating to the acquisition and sale of tax sale properties and City owned real property.

Duties will vary and will include providing administrative support with the following internal and external Departments or Agencies:

  • Legal Services in the acquisition of tax sale properties.
  • Communicating with Winnipeg Housing Rehabilitation Corporation (WHRC) to coordinate the management of City properties.
  • The Property Registry (TPR) to determine the status of a tax sale property.


The incumbent in this junior level Real Estate position helps support the administration of a diverse portfolio of surplus City-owned real property and routine activities relating to the sale or acquisition of properties in the best interest of the City of Winnipeg.

Tasks will include, but are not limited to, responding to 311 enquiries, conducting file research, preparing the documents for Consultant Assignment's, Purchase Orders and Request for Payments in a prompt, efficient and courteous manner.

The incumbent is responsible for entering information and maintaining the AMANDA database.

As well as, creating and maintaining an excel spreadsheet for the status of tax sale properties and City owned real property.


As the _Real Estate Associate,_
_ _you will**:

  • Provide administrative support and coordination relating to the acquisition of tax sale properties.
  • Provide administrative support for a diverse portfolio of surplus Cityowned real property and routine activities relating to the sale or acquisition of properties.
  • Perform other duties consistent with the position, as assigned.

Your education and qualifications include:


  • Grade 12 High School Diploma or an equivalent combination of training and experience.
  • Professional Designation of a recognized licence, designation or certificate within the Real Estate industry would be considered an asset.
  • One (1) year experience dealing with contracts, working in a Real Estate or Property Management setting.
  • Experience in the real estate, housing field or a related discipline would be considered an asset.
  • Experience researching, analyzing and synthesizing information, preferably but not limited to tax sale properties and real property issues.
  • Experience organizing and maintaining records and files accurately in accordance with established policies and procedures.
  • Experience working on multiple projects simultaneously, in a sometimes stressful environment, in order to meet established deadlines.
  • Knowledge of legal descriptions, maps survey plans, offers to purchase would be considered an asset.
  • Knowledge of the civic service and its interdepartmental relationships would be an asset.
  • Strong verbal communication skills with the ability to convey complex information to a wide range of internal and external stakeholders.
  • Strong organizational skills.
  • Ability to follow verbal and written instructions.
  • Ability to work independently with mínimal supervision.
  • Ability to exercise sound judgement with decision making, recommendations, and/or actions taken with tasks assigned.
  • Ability to establish and maintain respectful working relationships, including dealing effectively, with all levels of staff and the public.
  • Proficiency at an advanced level using computers and associated software (Word, Excel, Outlook).
  • Proficiency in the AMANDA database within six (6) months.

  • The successful applicant must maintain legal eligibility to work in Canada. If the successful applicant possesses a work permit, it is their responsibility to ensure the permit remains valid.
