    About this role:

    We are seeking a dynamic and experienced individual to join our team as the Manager of Communications. Reporting to the Director of Government Relations and Corporate Priorities, the successful candidate will play a key role in enhancing the City's communications strategy and promoting meaningful engagement with residents, interest holders, and the media.

    Aligned and giving voice to the City's strategic priorities, the successful candidate develop communications strategies and oversee corporate communications for all areas of the City. This includes providing advice on policy matters, brand promotion and protection, and program communication. The successful candidate will also be responsible and accountable for ensuring high-quality and effective communications on behalf of the City, across all channels (paid, earned, shared and owned). The successful candidate will be accountable for city-wide policies including but not limited to branding, social media, and media relations, and be consulted on other policies (including bilingualism) as required. Team management required.

    Responsibilities (What you will do):

    • Develop and implement comprehensive corporate communications strategies to effectively promote the City's initiatives, programs, and services.
    • Serve as the primary point of contact for media inquiries and coordinate responses to ensure accurate and timely information dissemination.
    • Oversee the creation and distribution of press releases, media advisories, newsletters, and other communication materials.
    • Manage the City's digital communications platforms, including website content, social media channels, and mass communications to residents.
    • Collaborate with internal departments to ensure alignment and consistency in messaging across all communication channels.
    • Lead crisis communications efforts, providing strategic guidance and support during emergencies or sensitive situations.
    • Monitor and analyze media coverage, public sentiment, and engagement metrics to evaluate the effectiveness of communication efforts and identify areas for improvement.
    • Cultivate and maintain relationships with key interest holders, including elected officials, community organizations, and partner agencies.
    • Supervise communications staff, providing mentorship, guidance, and professional development opportunities as required.
    • Be accountable for brand management, promotion, and protection.
    • Manage strategic channels and develop collateral, aligned to strategic priorities, compliant with all relevant City policies, and consistent with the City's visual identity/brand guidelines.
    • Provide strategic communications advice to senior management on policy and program matters.
    • Advise the senior leadership team on communication strategies related to municipal initiatives.
    • Other duties as assigned.

    Qualifications (What you bring):

    • Fluency in both English and French (written and verbal) is required (Federal language rating / equivalency of CCC required; EEE preferred).
    • A post-secondary degree or diploma in Communications, Public Relations, Journalism, or a related field.
    • 6-8 years of progressive experience in a governmental (or government-adjacent) communications role, with demonstrated success in developing and executing strategic communication plans.
    • Strong writing and editing skills, with the ability to craft clear, compelling messages tailored to diverse audiences.
    • Experience leading and implementing a municipal brand refresh or rebranding exercise is a definite asset.
    • Excellent interpersonal skills, with the ability to build relationships and collaborate effectively with internal and external interest holders.
    • Proven experience managing digital communications platforms, including websites, social media, and email marketing.
    • Ability to work effectively under pressure, handle multiple priorities, and meet tight deadlines.
    • Knowledge of municipal government processes and issues is an asset
    • Working knowledge of web management best practices (and, ideally, the iCreate and EngagementHQ platforms), social media management tools (HootSuite), and channel management (LinkedIn, Facebook, Instagram, and Twitter/X) wise practices, and familiarity with Canva and other graphic design tools are all definite assets.
    • Experience overseeing other communications experts (in-house and contracted)
    • Must have a "G" class Ontario Driver's License.
    • Must be fully bilingual French/English. (there will be a French language test administered)

    Please note: Work outside of typical hours will be required in this role, including for Council meetings and other city-wide engagements on evenings and weekends.
