    As the Director, Children's Services, you will provide leadership and operational direction to 40 Toronto Early Learning & Childcare Centres and the Toronto Home Child Care Agency. You will manage the capital and state-of-good-repair budgets, oversee labour relations for a large, unionized environment, and provide crisis management and media relations for the childcare operations. Focused on continuous improvement, you will manage research, partnerships and procurement.

    As the Director, you will focus on the following key areas:

    Program & Operations Management:

    • Direct and contribute to the continuous improvement of divisional performance, specifically focused on operational excellence, and program development.
    • Considers evidence, data and trends to inform partnerships, research development, and programming for children.
    • Develops, recommends and manages the annual operating and capital and state of good repair budgets; ensures that the unit's expenditures are controlled and maintained within approved budget limitations set by the City and Province.
    • Leads and motivates a diverse workforce, ensuring effective teamwork; manage complex labour relations within a large, unionized environment.
    • Provides direction for managing contentious issues; supports the team through problem solving, issue management, engagement with stakeholders and senior leaders.
    • Directs and leads staff to improve service quality, address service gaps, meet service targets and respond to changing Provincial, City or local priorities and requirements.
    • Works with other City Divisions and stakeholders to advance the City's social development objectives and provide additional community benefits to populations and neighbourhoods experiencing inequities.
    • Assesses Toronto Early Learning and Child Care Services locations to target service to high inequities neighbourhoods where child care is most needed, and the community is underserved with a continued focus on providing care for younger children (infants, toddlers, and preschoolers);
    • Considerable experience supporting and advocating for equity-deserving children and families, building diverse and inclusive programs and ensuring policies and practices demonstrate a commitment to Reconciliation, access, inclusion and diversity.
    • Pursues opportunities to advance the City's equity goals in the delivery of Toronto Early Learning and Child Care Services programs, including a leadership role within the child care and early years system in confronting anti-Black racism and advancing reconciliation.

    Divisional Leadership:

    • Highlights emerging issues in the provision of child care services and informs the development of policies, initiatives and best practices that can be shared with the sector.
    • Communicates on behalf of the division to media, senior officials, elected representatives, and other levels of government.
    • Directs the creation of reports for Council, Standing Committee, and other relevant stakeholders.
    • Provides strategic advice to the General Manager as part of the Senior Management team.

    Key Qualifications

    • Extensive experience providing leadership, operational direction, and strategic advice to a large, complex childcare or other related social service program/organization.
    • Considerable experience supporting a diverse workforce, mentoring and leading staff, and managing labour relations issues.
    • Considerable experience supporting and advocating for equity-deserving families, building diversity and inclusion programs and policies at the management level.
    • Considerable experience in managing large, complex multi-year operating and capital budgets requiring strict monitoring and compliance.
    • Champion of Reconciliation, Equity, Diversity, Inclusion, and Access goals within the early years and childcare sector.
    • Lived experience as an Indigenous person, a Black person, or member of an equity-deserving group is an asset.
    • Experience in early years and childcare is an asset.
    • Highly developed communication and interpersonal skills with the ability to negotiate, resolve conflict, and problem solve.
    • Excellent strategic, lateral thinking, planning, analytical, and problem solving skills with the capacity to effectively plan, develop implement and undertake special projects.
    • Ability to manage stakeholders, maintaining positive effective working relationships with strong ability to influence coupled with political acuity.
