Summary:


Within the context of a patient, client and family centred model of care and, in accordance with the Mission, Vision and Values, and strategic directions of Providence Health Care, promotes a safe, respectful, and civil working environment for patients, residents, families, visitors and staff.


Reporting to the Leader, Policy and Partnerships and receiving supervision from the Senior Policy Analyst, the Policy Analyst supports the development of policy analysis, evaluations, draft recommendations, and proposals related to Foundry's strategic priorities.

Carries out research on emerging issues, trends and directions which impact the development of Foundry policies, programs and priorities. Prepares policy briefs, summary papers, briefing notes, draft policies and other documents. Assists in the development and implementation of strategies for effectively communicating organizational polices across the organization. Facilitates and supports committees/groups across Foundry and its network.


Qualifications / Skills and Education:
Education, Training and Experience


Graduation from a recognized degree in public policy, public health administration, business administration, social sciences or related field plus two (2) to three (3) years of recent, related experience.

Skills and Abilities

  • Demonstrated effective communication skills both written and verbal.
  • Demonstrated ability to conduct policy relevant analysis and develop materials, including briefing notes, presentations, evidence reviews, etc.
  • Demonstrates effective facilitation skills to build consensus among groups.
  • Effective organizational, project management and time management skills including the ability to work to deadlines.
  • Knowledge and understanding of Canada and British Columbia's health and social service sector social and institutional environment, as well as public health issues and topics, including social determinants of health and wellness and health and social equity.
  • Knowledge and understanding of the Truth and Reconciliation Calls to Action and the United Nations Declaration on the Rights of Indigenous Peoples (UNDRIP), and the PHC's signatory to the Declaration of Cultural Safety and Humility.
  • Ability to handle highly confidential and sensitive issues with skill, tact and diplomacy.
  • Ability to travel for meetings as necessary.
  • Physical ability to carry out the duties of the position.

Duties and Responsibilities:

  • Undertakes policy development projects involving the Foundry staff and key partners to review processes and policies, analyze, and synthesize information.
  • Assist with the development and maintenance of Foundry policy framework tools, processes and evaluation processes for policies.
  • Carries out research on emerging issues, trends and directions which impact the development of Foundry policies, programs and priorities.
  • Writes policy briefs, summary papers, presentations, briefing notes, draft policies and other documents related to project activity.
  • Builds relationships within Foundry Central and its networks and works to strengthen adoption of policy analysis and outcomes.
  • Assists in the development and implementation of strategies for effectively communicating Foundry policies.
  • Maintains information on various policy development and planning methodologies including current policy inventories. Provides support for the development and maintenance of an on-line policy inventory system
  • Anticipates, identifies and analyzes policy requirements and trends across the health care community and social service sector to align with our Foundry's partners.
  • Undertakes project management activities in support and identified policy initiatives to achieve Foundry objectives including developing work plans, status reports, participating as a member of working groups.
  • Facilitates/coordinates and/or provides support as required to organizational committees, planning groups and/or operational/implementation groups.
  • Performs other related duties as assigned.
