The Region of Waterloo Transportation Operations team is evolving, and we are looking for a Temporary Full-Time Supervisor, Technical Operations who is passionate about the job and will grow with the team.

The Opportunity:


Reporting to the Manager, Transportation Operations, this exciting opportunity would be well suited for an enthusiastic, creative, and collaborative self-starter who thrives in an environment of innovation and change.

You will supervise the technical operations unit within Transportation Operations and provide technical advice and support to the broader Division.

In addition, you will assist and back up the Manager in providing maintenance services. You will coordinate work activities, and oversee maintenance contracts within the cities of Kitchener, Waterloo, and Cambridge.

You will supervise technical staff, including Technologists and students. Supervise Operations staff assigned to work on special maintenance projects.

Assist to determine the Division's resource requirements (people, equipment, material).

Prepares annual and monthly work schedules in conjunction with other supervisors, and advises on materials/sources, safety, work methods, and quantity/quality requirements.

Act as agreement administrator for area maintenance contracts with Kitchener, Waterloo, and Cambridge, representing the Region's interests.

Supervise and administer the transportation operations portion of the corporation's voice radio system equipment maintenance/replacement program.

Supervises and administers operations contracts.

Supervise maintenance operations on the railway spur, per contract with railway authority.

Coordinate, liaise, and schedule maintenance activities with light rail transit maintenance contractor for works affecting the LRT.

Assist in hiring permanent and seasonal staff.


Identify hazardous conditions and maintenance needs requiring immediate attention and determines requirements on the Regional road system within urban areas.

Administers fleet maintenance and planning for the Division.

Assist Manager with snow and ice operational planning and control program.

Researches and introduces new equipment, materials, methodology, and technologies. Supervises and evaluates programs to identify opportunities to reduce costs and environmental impacts.


Supervises the development and implementation of maintenance and inspection programs (GIS, infrastructure management) for physical roadway inventories, traffic control devices, and maintenance activities used by other divisional staff, as well as for program/method evaluation, and program development (standards, methods).

Supervises operation and maintenance of hardware and software systems (e.g., road weather information, GPS, automated vehicle locator). Administers specialized weather service contract.

Liaise with divisional staff on rural and urban road resurfacing program. Provides operations information and assists to develop recommendations for the urban and rural 10-year capital construction program. Assists engineering staff in final inspections on construction projects.

Assists Manager in developing operating policies, long-range plans, and work programs; implements same. Develops, maintains, and implements maintenance operating instructions and standard operating procedures.


Advises/exchanges information with area municipalities, Ministries (Transportation, Environment, Natural Resources, Labour), school boards, emergency services (fire, ambulance, police), conservation authority, utility companies, the public, and the media regarding roads maintenance activities.

Prepare reports to senior management and Council as required for issues related to the Section.

Ensure proper and timely fleet maintenance.

Administer portion of the annual performance budget. Prepare budget forecasts and monitors expenditures.

Backs up the Manager and other Section supervisors.

Performs related duties as required.
