About us:Founded in 1960, the Youth Services Bureau of Ottawa (YSB) is one of the largest and most comprehensive non-profit agencies in Ottawa and a registered charity.

It provides mental health services, employment programs, emergency shelter, community, health and housing services, and justice programs to youth in the Ottawa area, serving between 2,500 and 3,000 at‐risk individuals aged 12+ and their families every month.

YSB employs 350 caring professionals in a unionized environment in over 21 locations across Ottawa.


Reporting to the Vice-President, Mental Health and Addictions Care, the CYMH System Planner has responsibility for championing and driving effective system management for the child and youth mental health (CYMH) system within the Ottawa service area.

Working in partnership with children, youth and families/caregivers, core service providers, sector partners, and the Ministry of Health ( MOH), Children's Mental Health Ontario, Knowledge Institute on Child and Youth Mental Health and Addictions, the CYMH System Planner is responsible for developing and informing local and provincial priorities through the development and submission of the Community Mental Health Plan/Report to MOH.

The CYMH System Planner, operating under authority delegated by the VP, shall have primary responsibilities that include providing conceptual and technical planning expertise in the analysis of data and information at the community service provider level.

The CYMH System Planner will provide analysis, facilitation and support to service providers and community partners to identify annual and multiyear priorities and continuous quality improvement; support complex planning & implementation of projects or activities, including project management; provide regular and ongoing communication updates to funder and community; prepare and monitor annual budgets and process expenditures as required; provide funder reports as required; contribute to data collection initiatives; organize regular community consultation activities as agreed to in annual plan.


What you will do:


  • Analyzes large amounts of community engagement data/information to support recommendations on planning approaches; opportunities; and identification of priorities and objectives within the Community Mental Health Plan/Report;
  • Understands and uses appropriate data collection methodologies to collect relevant planning information; and performs basic analyses of quantitative and qualitative data to identify gaps and make recommendations on planning priorities;
  • Works in partnership with children, youth and families, core service providers, sector partners and MOH to inform local and provincial priorities;
  • Identifies system level continuous improvement opportunities
  • Completes key planning documents including the Community Mental Health Plan/Report;
  • Stays current on best practices and methodologies in mental health planning to identify and recommend best planning approach;
  • Provides project management support;
  • Contributes to written communications, including Board of Director reports, presentations, analytical documents, meeting notes and Project Management tools and reports
  • Performs tasks and assignments as delegated by the VP.;
  • Ensures safe work practices are followed within standards set by the Youth Services Bureau

This opportunity may be right for you if you have:

  • Master's degree in Health Sciences, Certificate in Project Management
  • preferred or relevant experience in managing projects, engaging stakeholders, establishing strong and collaborative relationships to improve services and systems
  • Minimum 3 to 5 years relevant experience in a nonprofit or community based social services environment
  • Demonstrated expertise in system planning and operational planning, children and youth mental health or social services programming, program development and evaluation;
  • Demonstrated knowledge of lean foundation elements, continuous improvement and change management
  • Demonstrated ability to manage multiple projects successfully
  • Demonstrated capacity for handling ambiguity and complexity
  • Demonstrated experience with facilitation techniques and processes.
  • Data analysis (qualitative/quantitative) experience in a social services/health care environment
  • Excellent project management skills
  • Excellent written and verbal communication skills to prepare and deliver reports
  • Fluency in English essential; Fluency French preferred
