The Role:


Reporting to the Manager of Utility Services, the Operations Supervisor's primary focus is to enhance operational efficiencies and provide day-to-day supervision of the TNRD's water treatment and distribution systems.

This position plans, organizes, supervises and participates in the daily operation, maintenance and repair of TNRD infrastructure related to water treatment, water distribution, and wastewater collection.

This position plays a key role in the assessment of new and existing utility requirements to service the public, improve service levels and minimize service disruptions.


Key Responsibilities:


  • Organize, direct, train, supervise and assist Utility Services department employees engaged in the duties of maintaining, operating, and constructing TNRD water/wastewater infrastructure.
- ensure workers are complying with WorkSafeBC standards and TNRD Health and Safety Policies.

  • Provide technical guidance, leadership, motivation, coaching, instruction and direction to work crews.
  • In conjunction with the Manager of Utility Services, reviews problems, evaluates performance and coordinates staff training.
  • Communicate with coworkers, management, customers, and vendors sincerely, clearly, and tactfully; respond to inquiries and complaints promptly and professionally
  • This role acts as the first point of contact in situations requiring immediate attention at TNRD owned Utilities. Availability to respond to issues occurring outside of regular business hours is required.
  • Job Requirements
    Required Education and Experience
  • A twoyear Water and Wastewater Technology Diploma or Civil Engineering Diploma with certification as a Technologist in BC and/or EOCP Level III Water Treatment, Level II Water Distribution and Level II Wastewater Collection.
  • Six (6) years experience in the operation of utility systems with three (3) years' experience supervising and leading a team.
  • A suitable combination of education and experience relevant to the position may also be considered. A current and valid Class 5 BC Driver's License and satisfactory driving record.
    Required Skills and Abilities
  • Mechanical aptitude and ability to lead staff in the use of a wide variety of equipment and technologies related to water treatment and distribution. Ability to implement procedures and complex processes such as tieins and lockouts. Ability to train staff in safe work procedures. Ability to work outside in all weather conditions.
  • Sound basic budgeting and accounting skills. Ability to monitor operations budgets ensuring the effective and efficient expenditure of allocated funds within the approved budget; ability to assist with budget planning and preparation and estimate costs for internal work requests.
  • Knowledge of Asset Management Systems to plan and report on work. Proficiency using Microsoft office programs, including Word, Excel, and Outlook. Demonstrated ability to use SCADA and associated database reporting software.
  • Sound written and oral communication skills. Ability to provide clear direction in emergency situations; tactfully responds to inquiries and complaints. Ability to write standard business correspondence such as letters and memos. Ability to create and present metrics on work performance indicators.
  • Operating knowledge of all Utility Services related equipment including, but not limited to, single/tandem axle gravel trucks, excavators, skid steers and miscellaneous small equipment related to underground utility repair.


The placement of the Operations Supervisor - Utilities is on our Exempt salary scale, which is $93,162 to $103,024 annually plus an extensive extended health benefits and pension plan.

This salary was effective January 1, 2023 and is pending a review to be effective upon hire, resulting in additional compensation.
