Position Description:


The
Freedom of Information and Privacy Coordinator ("FOIC") plays a key role in fostering a culture of privacy at the College and ensuring compliance with the Freedom of Information and Privacy Protection Act ("FIPPA"), Personal Health Information Protection Act ("PHIPA"), other applicable legislation and the College's privacy policies and access to information processes.


Key responsibilities:


  • Receives, processes, and supports record holders in responding to access to information requests in accordance with FIPPA, PHIPA and other applicable legislation. The FOIC receives and manages all appeals and is the primary liaison with the IPC and external counsel in resolving any appeals at the IPC. The FOIC regularly produces reports for senior management for all FOI requests and appeals. The FOIC from time to time will provide education and training for the GBC community on freedom of information requests and related compliance.
  • Receives, investigates, supports GBC staff, and resolves where possible incidents and reports privacy breaches in accordance with the College privacy breach protocols and FIPPA. The FOIC is the primary liaison with the IPC and external counsel and other senior management staff in managing any privacy breaches including any notice to affected individuals and the IPC. The FOIC regularly produces reports for Senior Management for all privacy beaches and privacy investigations. The FOIC from time to time will provide education and training for the GBC community on best practices to foster a culture for privacy at the College and any related compliance with applicable public sector privacy legislation.
  • Is the central contact for all Access for Information requests and Privacy complaints for the entire College, and manages, and consults on the collection, use, disclosure, retention, and security of personal information. They report to the General Counsel, who is the Privacy Officer for the College.
  • Regularly liaises with external counsel for the College who provides legal advice on all FIPPA matters.
  • Responsible for reviewing, updating, and educating the GBC community on the College's privacy policies.
  • Other related duties as assigned.

Educational and Experience Requirements:


  • Threeyear Diploma or Degree from a recognized postsecondary institution in Law, Business, Health Administration, or Information/Records Management (program).
  • Privacy Certification from recognized association for privacy and freedom of information professionals (IAPP Canadian Certification (CIPP/C) preferred** (estimated 3040 hours).
  • Information Access and Protection of Privacy Certificate (University of Alberta, 200 hours).
  • A minimum of three (3) years' experience in the privacy/FOI field and Public Sector preferred.
  • Knowledge of the public sector of Privacy Legislation.
  • Knowledge of corporate computer software (i.e., PowerPoint, Excel etc.).

  • Broad leadership skills managing a diverse team of experienced individuals.

Interview process may consist of a practical skills component.
