***: Under the general direction of the Supervisor of Property Management, and the technical guidance and direction of the Senior Property Management Coordinator, the Project Coordinator provides project coordination and support for the department i.e. coordination of schedules, manpower, contract administration, progress tracking & reporting, etc. Project types vary from assisting the Senior Property Management Coordinator with Major Maintenance and Capital construction of buildings and grounds to coordinating repairs/upgrades to existing City and Social Housing facilities, installing/updating building software systems (Computerized Maintenance Management System - CMMS, Asset Management, Key Lock, Building Automation System (BAS), and Heating Ventilation and Air Conditioning (HVAC).


MAJOR TASKS:


  • Provides support with project management for all Major Maintenance and Capital projects from initiation to completion on schedule and within scope and budget i.e. providing support in the planning, tracking, maintenance, and implementation of projects, including understanding the project plan, activities, materials, schedules, milestones, and manpower requirements.
  • Collects and reviews construction input, specifications and drawings to determine scope of work for review.
  • Prepares progress reports pertaining to projects, including, but not limited to, quality control, adherence to specifications and established schedules, payment certificates and invoices.
  • Develops and writes reports and business correspondence, as required.
  • Coordinates property condition assessments and building investigations and recommends short and long-term building upgrade and renewal programs.
  • Supports contract administration including change management and providing miscellaneous field estimates as needed.
  • Sets up and maintains logs to track change notices and changes orders from Architects/Consultants, including all design and consultant responses, client sign off, trade quotes, etc.
  • Evaluates contractors in the performance of projects to ensure conformance of the work to plans and specifications, accepted practices and applicable regulations, standards and legislation. Ensures the performance of quality and conformance inspection of work completed by contractors.
  • Coordinates consultant investigation studies, initiation of new projects, preparation of technical specifications/requirements, preparation of RFQ/RFT's and the tendering of projects, as required.
  • Assists in the determination of priorities related to building upgrade requirements and ensures timely pursuit and input to all stages of project development.
  • Liaises with various internal City departments, Architects, Consultants, Contractors and other external resources to support the project management of City projects.
  • Supports the Supervisor and Senior Property Management Coordinator with implementing Risk Management strategies and follow-up to mitigate potential risks identified on projects.
  • Coordinates activities relating to technical developments, scheduling and resolving engineering design and test problems.
  • Evaluates and recommends design changes, specifications and drawing releases to Senior Property Management Coordinator /Supervisor.
  • Supports preparation of subcontract documents (terms, scope, etc.) and bid packages as required for assigned projects.
  • Assists in developing and updating the division's Design Standards/Specifications for all building systems.
  • Assists with installing/updating the asset management system, computerized maintenance management system (CMMS) and other building software systems as required.
  • Assists in creating business cases and follow-up to prepare and update Operating, Major Maintenance and Capital Upgrade/Planning Budgets.
  • Assists in ensuring overall compliance for ESA, TSSA, fire safety, backflow valves and any other applicable legislation, while maintaining relevant databases.
  • Supports the maintenance of City owned Public Housing units, e.g., addressing tenants' maintenance requests, delivering notices, coordinating and meeting with contractors as required.
  • Assists in developing and implementing standard operating procedures for various systems such as lighting, updating asset planner CMMS software and other internal systems as required.
  • Responds to emergency calls after hours while "on-call" regarding maintenance and security of buildings. Shares an on-call rotation (weekly at a time) for emergency calls regarding building maintenance with other staff.
