The Central Finance Division is responsible for ensuring Manitoba Finance is operating in a manner that is transparent, controlled, and in-line with government mandates and financial policies.

Central Finance provides shared financial services and budget oversight for various departments, including Finance, Executive Council, Municipal Relations, Indigenous Reconciliation and Northern Relations, Sport Culture and Heritage, and Labour, Consumer Protection and Government Services.

The division also provides centralized administrative functions related to accounts payable and payroll services for all of government.

Central Finance oversees the distribution and utilization of supported departments' budgets and FTEs, and ensures a continuous and accurate flow of funds throughout the departments.

Additionally, the Division is responsible for ensuring that Senior Leaders are equipped with the advice necessary for effective decision-making, and that Manitoba Finance and other departments effectively execute on government's priorities.

Qualifications:

Essential:


  • Postsecondary education in Business, Commerce, Finance, or another related field. Equivalent education and experience may be considered.
  • Experience with accounts payable, accounts receivable, and accounting coordination.
  • Experience with the SAP financial management system with respect to all accounting transactions, procurement, and reporting.
  • Experience supervising or leading staff or project teams.
  • Excellent problem solving skills to research, analyze, and translate problems and proposals into advice and recommendations for staff and senior management.
  • Excellent oral communication skills.
  • Excellent written communication skills.
  • Strong interpersonal skills with the ability to interact with a wide range internal and external stakeholders.
  • Strong organizational and time management skills with the ability to prioritize and delegate work in a deadline driven environment.

Desired:


  • Knowledge of the Financial Administration Act, Financial Administration Manual, Financial Coding and Reporting Structure, the General Manual of Administration, and the Procurement Administration Manual.

Duties:


  • The Accounting Manager is responsible for providing operational supervision to the accounting and financial administration functions of the division. The role is responsible for ensuring that work flows efficiently and effectively within each unit, this includes establishing best practices to ensure management direction, control and accountability of resources, and compliance with legislative and administrative guidelines. The Accounting Manager provides support to the SFO, Transactional Services by recognizing opportunities for innovation and improvement within existing practices, communicating the perspectives of staff to management, and integrating managements mandates into daily operations._
