JOB DESCRIPTION
As an integral member of the Support Services team, the Project Manager - Capital Projects is responsible for managing the planning, design and execution of capital and renovation projects across the facility under the direction of the Manager of Capital Infrastructure, Planning & Purchasing


Key Duties and Responsibilities:


Responsibilities will span a broad spectrum, covering all areas of construction/project management such as Project Planning, Cost and Budget Management, Time Management, Quality and Risk Management and Contract Administration & Safety.


  • Coordinates and directs all external consultants and contractors working on renovation and construction projects across the Hospital.
  • Ensures compliance of Broader Public Sector Procurement (BPS) Directives and Hospital Policies during tendering to support project delivery
  • Negotiates terms of agreements, draft contracts and obtain permits and licenses with respect to all construction and renovation projects.
  • Ensure quality construction standards and the use of proper construction techniques, and ensure appropriate drawings and standards are developed and secured.
  • Manages and supports the project team (stakeholders, consultants etc.) ensuring they support and are engaged in all aspects of project coordination, support and execution.
  • Lead and enable consultation and collaboration with internal stakeholders to establish functional requirements to ensure that the projects are implemented in a consistent, cost effective and timely manner
  • Ensures all project documentation is in place and reflected in the Hospital's facility document management system.
  • Prepares all other project documentation that enables effective communication to Senior Management.
  • Other related duties consistent with the job classification as assigned or requested to contribute to the efficient functioning of the Support Services department.

Required:


  • Completion of an undergraduate degree program in Architecture, Engineering, or recognized equivalent in a constructionrelated field required.
  • Membership and registration with a relevant professional organization and designation/certification (C.E.T., P. Eng., E.I.T., Gold Seal, etc.) is considered a strong asset.
  • Project Management Professional (PMP) designation is an asset.
  • Minimum of five (5) years of practical and related experience is required, with progressively responsible management of renovation and/or capital projects, ideally in a healthcare setting
  • Experience with mechanical, electrical, building envelope and/or infrastructure design or construction, ideally in an institutional or health care environment.
  • Demonstrated knowledge of building technical codes and standards applicable to health care environments.
  • Demonstrated ability to read construction contract documents including drawings and specifications.
  • Experience with administration of ACEC, OAA, CCDC contracts and supplementary contract documents.
  • Proven advanced skill/competency in building materials, methods and standards of construction
  • Demonstrated successes in effective vendor relationship/management; and, contract management and performance
  • Fostering collaborative relationships within the Support Services team, and with other departments, internal partners, clinical programs, and external consultants;
  • Interpersonal skills including conflict resolution, decision making, and negotiation
  • Strong verbal and written communication, knowledge of user engagement, consultation and needs facilitation processes; detailed and tactful in managing stakeholder expectations
  • Strong financial, conceptual and analytical skills
  • Demonstrated competence in working effectively as a member of a highfunctioning team with minimum direction
  • High level of proficiency in Microsoft Office Suite Applications
  • Excellent risk/issue recognition and mitigation/resolution skills required.
  • Excellent verbal and written communication skills, with strong attention to detail required.
  • Sound knowledge of and ability to use AutoCAD an asset.

  • Job requires working in accordance with hospital policies, guidelines, directives and established purchasing practices and procedures.
  • Job requires updating supervisor as to progress of tenders, contracts, or reports on final resolution of disputes or client complaints.
  • Job requires referring to supervisor unusual or sensitive cases, e.g. tendering outcome issues, potential conflict of interest, cases where project may be affected by contractual risk/issues.
