    A dynamic opportunity for an experienced program manager with outstanding relationshipbuilding, facilitation and organizational skills


The Strategic Human Resources (SHR) Branch provides the ministry with human resources leadership and client support related to organizational effectiveness and engagement; workforce planning and analysis; and ministry-level implementation of corporate human resource initiatives that align with the ministry and divisional business plans.

The branch leads the development and implementation of the ministry's People Plan in addition to the development and delivery of human resource related programs and initiatives.

The SHR team partners with others within the ministry and across the Public Service Agency (PSA) in the development and delivery of corporate HR initiatives.

Reporting to the Senior Manager, Workforce Strategies, the Manager, Workforce Programs will lead and act as a key resource on various HR-related ministry and corporate projects, programs and committees and will be responsible for ensuring effective implementation of corporate
- and ministry-wide HR initiatives.


Working closely with people leaders and our teams across the ministry, the Manager, Workforce Programs provides leadership, advice, consultation and support on various ministry engagement and organizational development activities.

The position works closely with other team members to ensure ministry and corporate HR initiatives are integrated and well-supported.

In addition, the position performs HR-related research, analysis and reporting functions in support of a best practice approach to strategic workforce planning and organizational development.


Job Requirements:


  • Diploma or higher in related field such as human resources, public or business administration, organizational psychology or related field.
  • Equivalent combination of experience, training and education may be considered.
  • Minimum two years of practical HRrelated experience in at least two of the following:
  • Leading or guiding elements of the employee lifecycle including recruitment, retention, training and development, employee engagement and performance management.
  • Experience providing facilitation (virtually and in person) on a variety of topics to a wide range of audiences.
  • Experience providing HR advice to executives and/or senior managers.
  • Experience supporting change management initiatives.
  • HR experience involving organizational design, orientation, or strategic recruitment.
  • Experience researching, developing and delivering HR content for training, workshops or planning sessions.
  • Experience developing and implementing crossdivisional or ministry initiatives, projects or programs.
  • Experience leading and resolving confidential and sensitive issues with internal clients.
  • Preference may be given to those with more than two years' experience and/or in more than two of the areas listed.
  • Preference may be given to applicants with experience in a strategic human resources environment

About this Position:

This is for a permanent regular opportunity.

This position can be located in any community where the ministry has an office, including but not limited to Victoria, Coquitlam, Kamloops or Prince George.

This position is excluded from union membership.
