Ontario Securities Commission (OSC) is the statutory body responsible for regulating Ontario's capital markets in accordance with the mandate established in the provincial Securities Act and the Commodity Futures Act.

The Commission's mandate is to provide protection to investors from unfair, improper or fraudulent practices, to foster fair and efficient capital markets and confidence in capital markets, to foster capital formation, and to contribute to the stability of the financial system and the reduction of systemic risk.

This mandate is performed through policy, operational, adjudication and enforcement work. The OSC also contributes to national and global securities regulation development.

Summary


Reporting to the Head, Analytics and Data Solutions, the Data Scientist is responsible for the delivery of advanced analytics and data science practices across the OSC in a Hub-and-Spoke model, working closely with a variety of stakeholders to outline needs of various complexities, and work to deliver usable outputs.

The role requires an in-depth understanding of filings and trading behavior to identify, capture, and utilize various sources of information to identify potential instances of illicit trading activity or other Securities Act Violations.


We are looking for experienced data scientists to drive the research and development of statistical and machine learning/NLP models to provide support to the OSC's regulatory mandates.

This is a unique opportunity to join a newly developed branch of creative and passionate individuals committed to protecting Ontario investors with modern AI practices.


The Data Scientist will support the OSC's core processes, through the creating of data mining algorithms and ad-hoc queries to assist with searches, and collecting and interpreting trading data to produce substantive reports, as well as assist on investigative practices.


Key Duties and Responsibilities

  • Working with business stakeholders to identify opportunities where statistical analysis, machine learning, and Natural Language Processing can improve business processes
  • Working with product managers to translate product requirements into R&D activities in a rapid prototyping environment
  • Researching, developing, and validating models to generate predictions, recommendations, alerts, and other insights for OSC branch staff
  • Working with engineers to collect, clean, and perform feature engineering and selection on customer data to support model R&D activities
  • Working with engineers on the delivery and integration of models into product
  • Building code that builds reproducible results and is written as per team's design practices
  • Reviewing methodology and code developed by peers
  • Extract actionable insights from unstructured datasets using advanced machine learning methods.
  • Use statistical methods to test findings through prototyping and scenario testing
  • Leverage business knowledge and judgement to prioritize approaches with a material impact
  • Establish model monitoring metrics and performance reporting format as appropriate to each use case

Qualifications

  • 3+ years of experience in applied statistical analysis and machine learning in a software development environment, ideally using Natural Language Processing
  • A deep understanding of probability theory and statistics
  • Experience in the use of statistical analysis and machine learning tools, packages and languages such as scikitlearn, pandas and numpy
  • Strong scripting and engineering skills in Python and proficiency in using query languages such as SQL
  • Knowledge of data structures and algorithms
  • Experience in a high growth agile software development environment (Scrum or Kanban)
  • Experience with Spark and AWS is a strong asset
  • Strong analytical skills with the ability to collect, organize, analyze and disseminate important information with attention to detail, accuracy and confidentiality
  • Excellent problem solving and strategic thinking skills
  • Deep experience in computer software design, database administration and data mining
  • Ability to analyze and understand market/trading data and concepts
  • Clear and concise verbal and written communication skills
  • Ability to provide mentorship and coaching to staff
  • Ability to work with mínimal direction
  • Knowledge or experience in the securities industry
  • Demonstrated interest in capital markets, specifically investment products and management
  • Understanding of the Canadian securities regulatory environment with the capability of assessing the impact of various regulatory actions on stakeholders and the capital markets
  • Basic knowledge of the Ontario Securities Act, regulations, policy statements, rules and internal operating procedures required
