Position Purpose:


The Supervisor, Settlements provides leadership and support to the rates and settlements portfolio including managing resources and processes to ensure accurate, consistent and timely reporting to both external regulatory authorities and internal users.


Responsibilities:


  • Responsible for the daily validation of cost of power (approximately $3 billion annually) represented by energy settlement amounts over 60 energy delivery points
  • Ensures the accurate and timely calculation of daily net system load shape required for billing
  • Leads and manages the timely and accurate reporting of IESO & MOE reporting requirements, including rebate submissions, settlement of embedded generation submissions (i.e. Regulated Price Plan vs. Market Price Variance, Ontario Electricity Rebate, Class A Consumption, Gross Load Adjustments, etc.)
  • Provides business expertise in the development and maintenance of settlement systems to ensure compliance with the IESO and OEB requirements
  • Manages customer relationships with the IESO, Hydro One, wholesale market participants and embedded generator customers to achieve customer satisfaction by handling all complex rates and settlement inquiries in a timely manner
  • Coordinates with field staff and other LDCs to compile information necessary to identify, investigate and settle load transfers
  • Manages key individual(s) within the team and coordinates the work efforts of Meter Data Management and Meter Service Provider to improve efficiencies and achieve strategic objectives
  • Supports the development and implementation of business processes and procedures required to ensure the integrity of settlementrelated functions and support ongoing regulatory and market settlement changes (i.e. IESO Market Renewal)
  • Manages department priorities to ensure the accurate, timely and effective analysis of revenue, wholesale and retail settlements of cost of power and regulatoryrelated elements of monthly financial results
  • Supports financial reporting requirements related to revenue, cost of power and regulatory results including variance analysis of actual to budget, forecast and yearoveryear
  • Ensures that all regulatoryrelated accounting, policies and procedures are established and maintain compliance with OEB, IESO, Ministry of Energy, and Ministry of Finance laws, codes, and regulations
  • Manages the introduction of new or modified regulatoryrelated business processes including the creation of job aids and employee training
  • Manages department projects and key initiatives to ensure quality and timely completion within budget
  • Provides overall people leadership and direction through coaching, development, performance management and resource planning
  • Monitors industry issues and regulatory developments; and builds and maintains solid working relationships with government and regulatory authorities in order to proactively keep abreast of new and evolving regulations, including recommending appropriate course of action to industry changes which best supports the organizations position
  • Researches, recommends and implements new or enhanced policies, procedures and processes to improve operational effectiveness
  • Performs other duties as assigned

Education & Specialized Knowledge

  • Bachelor's degree in Engineering, Finance, Business Administration, Information Technology, Computer Science or a related discipline
  • CMA/CGA/CA/CPA and/or P.Eng /C.E.T designation is preferred
  • Experience operating within the IESO wholesale market
  • Knowledge of regulatory and governmental requirements including: Retail Settlement Code, Distribution Settlement Code, Standard Supply Service Code, Affiliate Relationships Code, Electricity Distribution Rate Handbook, Accounting Procedures Handbook, IESO Market Rules, Electricity and Gas Inspection Act, Accessibility for Ontarians with Disabilities Act
  • Knowledge of engineering principles, load analysis, metering, billing, and settlement processes
  • Knowledge of MV90, CMDE, Oracle LPSS and CC&B
  • Familiar with Online IESO and wholesale totalization tables
