PBC Solutions Ltd. is a wholly owned subsidiary of PBC Health Benefits Society (operating as Pacific Blue Cross).

Our mandate is to design, transform, and deliver the benefits and claims administration services offered by governments and other large organizations along with our consortium partners Advanced Solutions (which is our information management partner), NTT DATA, and EY.


Starting in the spring of 2023, PBC Solutions will administer
Health Insurance BC Services (HIBC) on behalf of the BC Ministry of Health. HIBC Services administers medically-necessary insured doctor and hospital services through the Medical Services Plan (MSP) and drug coverage through the PharmaCare and Fair PharmaCare programs.


Position Summary

  • The Specialist, Instructional Design ("the Specialist ID") in a key member of the PBC Solutions ("PBCS") People & Culture team. Reporting to the Manager, People Development, the Specialist ID is responsible for developing training plans, gathering training requirements, designing, implementing, and evaluating training programs. The Specialist is required to organize and coordinate multiple concurrent training events throughout the year. _
  • Most of the training is provided via blended programs with an emphasis on eLearning; however, formal training sessions, work instructions, and summative evaluations of learner's ability are also key elements. _
  • This role will provide exposure to many aspects of the People Development portfolio, providing for a challenging, dynamic, and excellent career growth opportunity for the incumbent. The Specialist ID collaborates with colleagues such as the Specialist, L&D (Facilitation), the Manager, People Development, to deliver a highquality, and the broader People & Culture team to develop a comprehensive, robust, and successful People Development program. As a key part of the People & Culture team, the Specialist ID contributes in a meaningful way to our People Development strategy. _

Primary Duties- Conducts comprehensive training needs analysis, identifies core training needs and priorities for corporate projects, using the ADDIE, AGILE or ASURE model(s) of instructional design. Create engaging learning activities and compelling course content that enhances retention and transfer.
State instructional end goals and create content that matches them. Visualize instructional graphics, the user interface, and the finished product. Conduct instructional research and analysis on learners and contexts.
Provide exercises and activities that enhance the learning process. Create supporting material/media (audio, video, simulations, role plays, games etc.). Decide on the criteria used to judge learner's performance and develop assessment instruments.- Maintain project documentation and course folders.


Required Experience:

  • 3 or more years' experience years progressive experience in instructional design, facilitation, and curriculum development in a corporate setting. 3 or more years' experience experience developing and delivering facetoface training. Experience with technical training preferred. Technically competent with a variety of systems; ability to learn new systems quickly with mínimal instruction. Proficient knowledge of MS Office 365 (Outlook, Word, Excel, and PowerPoint). Experience coordinating and delivering online training (webinars or presentations) preferred. Experience using eLearning software to develop eLearning programs. Experience with Learning Management System (Workday experience [Learning Module] preferred)

Required Qualifications:

***- Bachelor's Degree in a relevant discipline- Specialized training and certification in Adult Learning- Demonstrated experience of successfully performing most of the core duties of the position


Preferred Qualifications:

***- Master's Degree in a relevant discipline- Certified Instructional Designer - ACCP-CAID Member (or equivalent)- Other related specialized training, courses and/or certification(s)- Evidence of continuous learning and development, through ongoing courses and professional development activities


Required Competencies:

***- Communication - Adapt writing or speaking skills to specific medium, ensure that written and oral productions relating to a learning system are effective and appropriate to the selected medium.
