To conduct inspections, investigations and initiate enforcement in accordance with the City of Toronto Municipal Code and related provincial statutes, to inform members of the public of their responsibilities and to promote compliance with the City's bylaws and other provincial statutes.


Major Responsibilities:


  • Conducts proactive and reactive inspections and investigations of industrial, commercial, institutional and residential properties and vehicles, in the case of mobile businesses, in accordance with organizational standards and legislative requirements to ensure compliance with the City of Toronto Municipal Code, such as fences; property maintenance; graffiti; noise; waste collection, litter and dumping; adequate heat; abandoned appliances; and vital services.
  • Conducts inspections and investigations of licensed businesses and permit holders in accordance with organizational standards and legislative requirements to determine compliance, including those related to sign, café and marketing permits.
  • Conducts inspections and investigations into complaints related to zoning matters, pursuant to the Planning Act, including review of all related documentation.
  • Conducts research using a variety of means including other databases and the Internet.
  • Installs, maintains and calibrates field monitoring instrumentation and downloads, compiles and interprets all field monitoring data.
  • Initiates and conducts joint inspections and/or investigations with City Divisions, law enforcement agencies, other municipalities, and provincial and/or federal governmental organizations.
  • Prepares and issues Orders and Emergency Orders under the Ontario Building Code Act and the City of Toronto Municipal Code and bylaws, as well as enforcing court orders, closure orders and prohibition orders.
  • Obtains and assesses professional engineer's reports and issues appropriate Orders based on the assessment.
  • Maintain City records in the appropriate data management systems, and the required confidentiality related to the investigation process.
  • Issues Notices of Violation, Orders, Part I and Part III processes of the Provincial Offences Act for noncompliance of the Toronto Municipal Code, City of Toronto Act, Planning Act, Building Code Act and other City bylaws.
  • Employs appropriate investigative techniques to gather and analyze evidence and develop and implement investigative plans, including: conducting interviews of complainants, offenders, witnesses and others having relevant information, conducting surveillance, and seize, collect, document and properly store all evidence, including photographic and video evidence.
  • Monitors remedial work of contractors to ensure compliance with contractual terms; provides contractor with written confirmation of work performed, including seizure of vehicles, equipment, signs, merchandise and goods, waste and other things that are in contravention of the bylaws; coordinate the recording, storage and release of such seizures in accordance with bylaw requirements and procedures.
  • Arranges for removal of encumbrances and debris.
  • Initiates remedial action to remedy emergency conditions.
  • Prepares correspondence and reports for management, Committees, Licensing Tribunal and briefs for prosecution.
  • Reviews case file with prosecutor; makes recommendations on submissions to the Court on fines/penalties to be imposed.
  • Attends court and other quasijudicial bodies to provide evidence such as: Committees of Council, Property Standards Committee, Licensing Tribunal and the provincial Residential Tenancy Tribunal.
  • Swears information before the Justice of the Peace and serves summons.
  • Determines and executes appropriate enforcement and/or educational strategies.
  • Communicates orally and in writing with various stakeholders to meet the needs of diverse audiences.
  • Applies a customer service approach in interactions with others and, when problem solving and addressing bylaw infractions, utilizes alternate dispute resolution and/or mediation. Represents the Municipal Licensing and Standards Division at various meetings with the public, elected officials, other Divisions and external organizations.
  • Interacts with the public, other law enforcement agencies, property owners, tenants, solicitors, City and other government officials/agencies.
