JOB DESCRIPTION

Duties:


  • Role Description Summary:
  • Leads, directs and oversees a diverse range of Indigenous Procurement functions within the
  • Infrastructure Projects & Purchasing Department (IP&P) and other areas in Supply Chain
- impacting various business groups. As an active member of the IP&P Leadership Team,
- contributes to the ongoing design, development and implementation of the overall Indigenous
- procurement strategy and develops a long-term vision and business plan for BC Hydro, with the
- goal of building relationships with First Nations and ensuring that Nations benefit from BC Hydro
- activity in their territory. Through a team of managers and professionals, directs and leads the
- development and implementation of BC Hydro-wide Indigenous procurement strategic goals,- reporting tools. Directs the provision of Indigenous business development programs to support

  • First Nations in which BC Hydro has long term relationships and commitments. Proactively
- establishes and manages strategic relationships with First Nations and their designated
- businesses related to Indigenous procurement. Actively pursues business process improvement
- initiatives with an organization wide impact.

  • Role Accountabilities:
  • Service Delivery
  • Provides direction and leadership in the development and implementation of Indigenous
procurement strategic goals, approaches, and practices for the organization.- Manages procurement commitment portfolio exceeding $200M.

  • Contributes to the development and sustainment of longterm positive relationships with First
Nations and Indigenous groups.

  • Develops and manages strategic corporatewide plans and programs in conjunction with First
Nations for business development to develop capacity to participate in BC Hydro procurement
- opportunities.
  • Directs and leads the design and implementation of internal corporatewide standards, policies
and procedures to ensure consistency, and that opportunities are identified and realized, and risks
- mitigated related to Indigenous procurement. Role models standards and oversees that
- subordinates are ensuring compliance by staff.consistent and meaningful measurement corporate-wide data related to Indigenous procurement,

  • First Nations business development planning and implementation, and contractor fulfilment of

- indigenous participation obligations.
  • Provides strategic advice to project Procurement Leads and Indigenous Relation leads on the
approach and negotiation of high value, high risk and/or high complexity direct award contracts to

  • First Nations and major contract setasides, balancing adherence to policy and standards with
- creative problem solving to advance reconciliation.
  • Advises on strategic, high risk, high value contract issues and resolutions.
  • Maintains current knowledge of best practices, policies, legal requirements affecting Indigenous
procurement through regular networking with professional associations and industry contacts, as
- well as relevant court cases.

  • Planning
  • Recommends long term strategic plans for Indigenous procurement and business development
to Directors of Indigenous Relations and Procurement. This involves significant consultation with
- other procurement, Indigenous Relations, and business leads across the organization to ensure
- alignment to corporate objectives and principles.
  • Ensures recommended plans and programs support BC Hydro's Statement of Indigenous
Principles, UNDRIP and TRC, BC Hydro contractual obligations, commitments and
- representations, and any other regulatory requirements.
  • Leads planning meetings with Indigenous Relations and Procurement to identify, discuss and
agree on the First Nations involvement in Supply Chain strategies.- Financially accountable for managing department budget.

  • Tracks team performance and measures progress to Indigenous procurement strategic goals.
Identifies and implements changes to ensure success in meeting goals.

  • Leads the development of effective relationships with key internal stakeholders at the executive
and senior management level to ensure alignment with business objectives an
