Position Title:
Manager, Labour Market Orientation & Settlement Programs


Reporting to:
Senior Manager, Settlement and Community Connections Programs


Working Hours:35 hours per week, Monday to Friday. This position also requires working outside of regular operational hours including evenings and weekends.


Location:
The position requires work from the office 5 days a week. We have three office locations within the GTA. The position will be located at our 128A Sterling Road office.


Duration:

This is a full-time contract position until December 31, 2024, with the possibility of an extension depending on funding renewal.

Summary


We are looking for a Manager, Labour Market Orientation & Settlement Programs to develop and administer the new agency's Asylum Claimant Settlement Services program.

This program is designed to assist immigrant and refugee clients in their settlement journey.

The portfolio of services this position will oversee include settlement, case management, labour market orientation, mental health support, housing and outreach.


As the Program Manager, you will oversee the development of the program curriculum, client support services, skills development training, program intakes and completion targets, and program evaluation.

As a Manager, you will work with all units to execute all aspects of your program within the agreed budget, specifications, and timelines.


About the Role


Reporting to the Senior Manager, Settlement and Community Connections Programs, the Manager, Labour Market Orientation & Settlement Programs will administer the Asylum Claimant Settlement Services program's day-to-day operations, and will coordinate the provision of services, staff scheduling, work planning, budgeting, funder liaison, reporting and database supervision ensuring program improvement through data-driven evaluation.

The LMO&SP Manager, will collaborate with HR to conduct hiring, staff orientation, training and coaching, determining performance standards and conducting performance reviews for the team.


RESPONSIBILITIES:


  • Manage the daytoday operations of the program including the continuing leadership, supervision, coaching and performance management of the settlement and administrative staff
  • Coordinate and manage program delivery, evaluation and strategic issues to meet expected outcomes of the program in order to ensure that funder requirements are met
  • Support staff in their efforts to effectively and efficiently assess the needs of asylum claimants through counselling, advising, and or referring internally or to other services, agencies or programs
  • Provide ongoing training and assistance to staff around developing strategies to support asylum claimants in the community
  • Support the development and facilitation of orientation sessions, workshops and materials for targeted audiences
  • Ensure that staff is provided with accurate uptodate information about immigration and employment policies that may affect the immigration/employment status of asylum claimants and newcomers
  • Collect data and build statistical reports and documentation as required by funders and the organization to facilitate or organize service delivery initiatives for the program
  • Train, supervise and evaluate program staff, develop and implement individual staff performance, development, training and performance improvement plans
  • Understand and review policies or program administrative directives, and ensure all organizational and program policies/procedures are followed by staff
  • Develop annual work plans and monitor periodically the program delivery
  • Ensure that all organizational timelines are met (e.g. monthly and quarterly reports, budgetary reviews, performance appraisals)
  • Establish and maintain positive working relationships with partners, funders and other service providers
  • Work collaboratively within the Newcomer Services department to ensure program objectives are met and service quality is maintained
  • Manage the assigned program budget, cash flow and reimbursement and supervise inventory control
