The Manager, Payroll supports the Financial Controller, providing input to the development of department strategies and plans, and leading designated initiatives that support goals and objectives. Manages the Institute's payroll function, verifying and approving complex payroll and benefit transactions, and overseeing related processing activities. Ensures payroll accuracy, adherence to timelines, and compliance with legislative requirements, collective agreements, policies and standards, business continuity and standard operating procedures. Liaises with management and staff across the Institute, providing advice, information and support on payroll matters. Manages year-end reporting processes in support of taxation requirements; prepares payroll reports, statistics and remittances for internal/external stakeholders. Manages direct reports.

  • Supports the Financial Controller, providing input to the development of department strategies and plans, and leading designated initiatives that support goals and objectives. Keeps the Financial Controller informed of achievements, status of initiatives, and emerging issues.
  • Manages the Institute's payroll function, developing operational and tactical plans in alignment with broader department strategies, and continuously reviews payroll activities to ensure processes are optimized. Develops a culture of continuous improvement with the team, identifying opportunities to improve and streamline practices.
  • Verifies and approves complex payroll and benefit transactions, and oversees daytoday processing activities, ensuring accuracy and adherence to timelines. Maintains awareness of payrollrelated changes to collective agreements, policies and legislation, and addresses any required modifications.
  • Manages yearend reporting processes in support of taxation requirements, ensuring that T4s and T4As are completed and delivered within the deadlines set out by the Canada Revenue Agency. Prepares payroll reports, statistics and remittances for internal/external stakeholders as required.
  • Liaises with management and staff across the Institute, providing advice, information and support on payroll matters. Manages communication of payrollrelated changes to internal stakeholders, employees and union representatives. Fosters an environment of collaboration and a strong service excellence culture. Inspires, motivates, and guides team members by fostering commitment, team spirit, and trust.
  • Collaborates with Financial Systems & Reporting team on system requirements for payroll and benefit processing, ensuring the necessary technology is in place to support the Institute's payroll function. Acts as a key contributor in payrollrelated systems planning, design and modifications.
  • Manages daytoday compliance with legislative requirements, collective agreements, policies and standards as they pertain to the payroll function. Monitors controls to mitigate risks, protect privacy, and ensure integrity of all payroll data and information. Manages assessment and resolution of payroll problems, alerting the Financial Controller to critical issues as they emerge.
  • Manages reporting staff, including selection, coaching, mentoring, development, performance management and all other peoplemanagement practices. Collaborates with the Financial Controller on performancerelated matters.

Qualifications

QUALIFICATIONS:


  • Professional accounting designation combined with a relevant degree, plus the Canadian Payroll Association Certified Payroll Manager (CPM) and/or Payroll Compliance Practitioner (PCP)
  • Minimum 6 years' experience, at progressive levels of responsibility in payroll management
  • An equivalent combination of education and experience may be considered
  • Strong knowledge of the concepts, theories, practices and methods of payroll management and related systems and processes
  • Strong business acumen, organization skills, and problemsolving ability
  • Strong communication, interpersonal, and presentation skills with ability to liaise with management and staff across the Institute, providing advice, information and support on payrollrelated matters
  • Solid analytical skills with ability to manage complex payroll and benefit transactions
  • Strong leadership skills and ability to manage directly reporting staff
