Main Purpose and Function

The Project Management Assistant plays a critical role in delivering non-market rental housing on City-owned land for individuals and families on low to moderate incomes across Vancouver.

The position's primary purpose is to support a team of Development Managers and coordinate project management functions to assist in the expedited delivery of non-market housing.


The position reports to the Senior Development Manager and works closely with, and in a supportive role for Development Managers.

The position consults and works with key business stakeholders incuding funders, city staff, contractors and consultants.


Specific Duties/Responsibilities

  • Sets up project folders and project documents, including schedule and budget tracking forms
  • Drafts project charters
  • Populates and maintains stage gate deliverables and approvals and quarterly project reporting
  • Maintains a portfolio level schedule of all NMHDO projects
  • Drafts scopes of work and coordinates procurement/invoice payment activities related to projects
  • Documents and collates/reports progress towards portfolio action items and risks
  • Coordinates cost reconciliation with Non-ProfitPartners for reimbursement
  • Reviews and maintains Non-ProfitPartners construction reporting, escalating issues to Development Manager or Senior Development as required
  • Establishes and maintains liaison with a variety of internal and external contacts; provides information and assistance to other department staff, the public, consultants and contractors
  • Ensures proper project closeout at completion. Manages the signoff process for project deliverables from stakeholders
  • In collaboration with Development Manager, organizes and conducts a lessonslearned session
  • Documents and presents a project closeout analysis
  • Other duties/responsibilities as assigned

Qualifications:


Education and Experience:

  • Bachelors' degree in Planning, Business Administration, Urban Land Economics or related discipline
  • Training in Project Management methodologies
  • Several years experience in the planning, design and construction industry (preferably nonmarket housing sector)
  • Experience working as project coordinator preferrably within a public sector environment or an equivalent combination of education and experience
  • Certified Associate in Project Management (CAPM) certification is an asset

Knowledge, Skills and Abilities:

  • Considerable knowledge of project management methodologies and standards
  • Good understanding and interest in development of residential and mixed use projects
  • Ability to write effectively, prepare status reports and summaries
  • Ability to create and maintain spreadsheets and tracking documents
  • Ability to create presentations in PowerPoint
  • Ability to manage large work loads and multitask effectively
  • Ability to focus on details, while maintaining a balanced highlevel view of an assignment
  • Ability to deal effectively and tactfully and maintain cooperative working relationships with a wide variety of internal and external contacts
  • Ability to independently research topics, summarize results and make appropriate recommendations
  • Knowledge of the City of Vancouver Permit practices and Planning processes an asset
  • Knowledge the Vancouver real estate market an asset


The City's COVID-19 vaccination policy is currently suspended and as a result, vaccination against COVID-19 is not required at this time.
