    Position Overview

    The City of North Vancouver has an exciting temporary full-time exempt Section Manager, Environment & Parks Planning position to work in the Engineering, Parks and Environment Department for approximately six months, leading and overseeing the successful delivery of a diverse range of park, environment and outdoor recreation projects, plans and policy.

    Responsibilities

    You will report to the Manager, Parks and Natural Spaces in this key position and will lead unionized staff who are responsible for all aspects of the parks planning and design functions in the delivery of capital programs and projects. Additionally, you will oversee, coach and mentor staff who are responsible for the City's environmental programs including review and evaluation of development applications, formulating policy and performing site inspections to ensure successful deliveries. You will work collaboratively across city departments and with external stakeholders to ensure policies are addressing multiple interests and priorities. Your keen awareness of the importance of City parks and open space to the community along with service delivery optimising social, environmental and economic factors will ensure your success in this position.

    Key responsibilities will comprise of supervision including task assignment, specifying deliverables, timelines and quality expectations, coaching, mentoring and providing opportunities for growth and providing feedback and corrective action as necessary; planning and design management including identification of needs, goals and objectives, selection and coordination of design professionals and design proposal review and approval; providing guidance to staff preparing regular progress reports to the Manager, Parks and Natural Spaces and presenting project updates and recommendations to senior leadership staff and Council; budget development and management, monitoring expenditures and ensuring compliance with budget constraints and recommendation of cost-saving strategies. Performs related duties as required.

    Requirements

    You will have considerable related public works/municipal experience in a supervisory and administrative capacity supplemented by a Master of Landscape Architecture or Urban Planning graduate degree program in a related field such as landscape architecture, urban planning, parks, natural resource management or similar. Your demonstrated success in team leadership positions is essential along with experience in project management, and a strong knowledge of park planning principles, urban design, landscape architecture and relevant regulations and standards. Superior communication and interpersonal skills, a high work ethic and the demonstrated ability to deal diplomatically and effectively with the public, stakeholders and City Council will ensure your success in this role. Proficiency in Microsoft Office and Asset Management software along with familiarity with GIS and AutoCad, along with a valid Class 5 BC Drivers license is also required.

    Compensation

    We offer an attractive remuneration and benefits package for this exempt position, including a compressed work schedule. The salary range is $126,516 – $147,708 annually (2024 rates). (Salary offered will be commensurate with education, experience and internal parity.)
