The Position


Reporting to the Chief Operating Officer (COO), this position will lead the Tribal Council's Education department to provide second level supports to the Education departments to our STC Member Nations.

The Director of Education Programs is directly responsible for the health and performance of STC Education, the success of its operations, and strategic planning.

The Director of Education Programs will operationalize the direction provided through the STC Education and its policy governance structure.

Through strategic planning, the Director of Education Programs will ensure maximum performance and establish key long-term goals and collaborative relationships with partners that enhance the educational outcomes for our STC Member Communities.

The Director will continually evaluate STC education programs and services to ensure they meet or exceed the needs of our communities and best practices in education.

This can include negotiation, development and management of various arrangements and overseeing staff and program evaluations. The position will also provide fiscal and operational management of the educational support services/programs, including a needs assessment, program design, development of goals and objectives as well as their implementation and evaluation


Responsibilities
The Director of Education Programs shall perform such duties and responsibilities as may be assigned including but not restricted to the following;

  • Develops and implements short and longterm operational and strategic plans in accordance with the organizational goals and objectives
  • Collaborates, advises and implements policymaking and strategic planning and reporting of educational outcomes.
  • Provides leadership that fosters high commitment to the mission and strategic direction of STC Education.
  • Provides leadership with respect to educational policies and practices
  • Provides leadership and ensure accountability for budgets (development and adherence), forecasts and longterm financial planning
  • Informs COO in a timely manner about business activities, potential threats, opportunities, and recommended actions
  • Prepares as required progress reports, annual reports, briefing notes, proposals, agreements and monthly updates to the Chief Operating Officer.
  • Ensure STC Education has adequate resources to meet the goals and objectives of the strategic plans
  • Provide educational leadership to the STC Education staff, FN Member Community educational administrators, teachers and school personnel.
  • Organize and direct committees and working groups to plan, manage or evaluate education projects and programs
  • Attends FSIN Directors meetings and education technical meetings for the purpose of gathering information and staying current with events, as well as attends other meetings with Local, Provincial and Federal government levels.
  • Monitors legislation, regulations, policies, and procedures applicable to organization operations
  • Works within the confines of the Education budget, quarterly forecasts and implements the appropriate expenditures controls to manage costs by providing recommendations to the Chief Operating Officer on expenses, purchases and resourcing costs prior to purchase or agreement to services; reviewing and monitoring costs; continuously seeking new ways to optimise expenses and labour costs while providing timely and accurate service.
  • Develops strong teams to carry out the Education strategies by recruiting, selecting, training and developing new staff as required; providing coaching, mentoring and developing of existing professions with the education department.
  • Communicating performance standards ensuring applicable policies, procedures and best practices are adhered to; delegating and monitoring work of education team members; establishing performance goals; evaluating employee performance to ensure goals are met and providing timely feedback, assessment of work performance and discipline if required.
  • Creating and following up with employees work and developmental plans; ensuring succession plans for self and employees to deliver on education strategies and objectives; leading the development and implementation of processes and best practices within the education department.
  • Perform other related duties as defined and assigned by the Chief Operating Officer or designate on an as and when required basis.

Education and Experience:


  • Experience working within a governance structure in a First Nations community development capacity
  • Experience and background with First Nations culture, history
  • Ability to speak a First Nation language is considered an asset.
  • Master of Education Degree from a recognized institution or equivalent training in a postdegree program will be considered
  • Saskatchewan Professional "A" Teaching Certificate
  • Demonstrated success in Leadership in a similar role or significant experience supporting a similar role in an organization wit
