Jusu Wendell Holmes

I am an infrastructure and urban development professional with over 17 years of progressive experience in civil engineering, public investment planning, and large-scale donor-funded infrastructure programs. My work spans transportation, energy, water and sanitation, and urban development projects, where I have led technical planning, design coordination, procurement oversight, and implementation support.

I have worked closely with government institutions and international development partners—including USAID, the World Bank, the European Union, and other multilateral agencies—to strengthen infrastructure delivery systems, improve project preparation standards, and enhance financing frameworks such as Public–Private Partnerships (PPPs). My expertise includes spatial development strategy, infrastructure financing, performance-based contracting, capital budgeting, and institutional capacity strengthening.

Throughout my career, I have focused on integrating infrastructure investments with national development priorities, ensuring projects are economically viable, spatially aligned, and socially responsive. I am particularly interested in advancing sustainable, resilient, and growth-oriented infrastructure systems that improve service delivery and contribute to long-term national development.

I hold a Master of Science degree in Regional Science from the University of Liberia and a Bachelor of Science in Civil Engineering from Stella Maris Polytechnic University, supported by an earlier Associate degree in Civil Engineering. I am currently pursuing a Graduate Certificate in Sustainable Urban and Transportation Planning at Seneca Polytechnic in Toronto, Canada, further strengthening my expertise in spatial development, infrastructure systems, and sustainable transportation planning.

In addition to my formal education, I have completed extensive professional development and specialized training in infrastructure planning and project management. These include the Federal Executive Intentional Leadership Program (South Africa), multiple USAID Global and Regional Infrastructure Workshops (Washington DC, South Africa, Uganda), Engineering Contract & Construction Management (ECCM), Contracting Officer Representative (COR) certification, Introduction to Program Cycle (IPC), energy sector trainings, Operational Construction Management, and Project Management Professional (PMP) training. I have also served as a facilitator for feeder road design and road maintenance training sessions, demonstrating both technical expertise and leadership.
