About Paula Oliveira:

My passion is the design, implementation and communication of expatriate and relocation programs. I ensure that programs are competitive with the market, in compliance with tax and immigration rules across the world, and in support of the company's business strategy and objectives. I have 15 years of progressive Global Mobility experience at companies like Shawcor and SNC-Lavalin where I managed multiple teams dedicated to complex international projects. I am passionate about travel and enjoy immersing myself in new cultures. This is probably linked to the fact that as an immigrant, speaking four languages, I appreciate the diversity the world has to offer and this also translates into my work where my goal is to ensure our employees and their families are able to benefit from the diversity of the world as well.


 

Experience

Hootsuite Inc. Feb 2021 - Present Manager, Benefits & Mobility

●  Manage and execute Global Benefit program compliance and administration in 11 countries (Canada, US, Mexico, Australia, UK, Romania, Belgium, Italy, Spain, France, Germany)

●  Recommend benefits & wellness programs to Leadership by studying employee requirements, trends and developments in benefits offered by other organizations.

●  Completely redesigned Canadian benefits in 2021and significantly enhanced US benefits in alignment with company DE&I philosophy.

●  Implemented first ever Canadian Group RRSP and US 401K matching plans in 2021.

●  Currently reviewing and benchmarking benefits and retirement savings schemes for Romania, France, Italy and

Germany to either enhance existing programs or implement new programs.

●  Implemented Effortless Admin and Darwin, third party benefits administration platforms in Canada and in the

UK respectively.. Exploring a global vendor for other regions, where applicable, to enhance employee experience

and streamline benefits administration.

●  Developed the first ever Wellness strategy and program at Hootsuite in collaboration with cross-functional

partners in CSR, DE&I and Learning Teams.

●  Leading and developing a scalable Global Mobility program to provide strategic mobility solutions to meet

business needs that support a changing workforce and political landscape

●  Create and maintain benefits and mobility resources and guidelines for employees, managers, and talent acquisition

team (e.g. information sessions, policy guideline documents, legislative change alerts, etc.)

●  Manage the Global Mobility Program by creating a Centre of Excellence for mobility solutions while maintaining

compliance for our mobility and foreign national population.

●  Administer our mobility programs (permanent relocation, short and long term assignments, business traveler and

commuter) and first point of contact for employees, Business Leaders, the People team, and external vendors for

all mobility related matters.

●  Manage business relationships with external benefits and mobility vendors and their engagements, providing

feedback and continuous improvement of processes and services

●  Develop immigration, tax and social security compliance guidelines on a global scale

● Provide guidance on shadow payroll, international treaties and exemptions that support and benefit the mobility population and our corporate tax function

McCain Foods Limited. Jan 2020 - Nov 2020 Senior Manager, Global Mobility (Centre of Excellence)

●  Evaluated McCain’s Global Mobility program and created a proposal for an optimized service delivery model to evolve the existing program from reactive assignment management to a strategic advisory function and key enabler of business and workforce planning strategy with globally consistent and automated processes.

●  Managed a global program comprised of the Toronto COE with two team members supported by two GM specialists in the shared services Employee Experience Centre based in Poland and Florenceville, NB.

●  Prioritized assignee and business traveler duty of care, due to Covide-19, by collaborating with Corporate Affairs, HR, Business Leadership and external business partners to ensure all employees were accounted for and supported based on personal circumstances.

●  Engaged in exploratory discussions around future policies and framework for work from home/work from anywhere models.

●  Partnered with procurement to review and assess McCain’s GM vendor performance related to immigration, expat tax and international benefits and insurance services, with a plan to explore market options in first quarter 2021.

Shawcor Ltd. Nov 2014 - Jan 2020 Global Mobility Manager (Centre of Excellence)

●  Centralized and created a Global Mobility Centre of Excellence to support businesses across the globe while creating efficiencies and cost savings through streamlining and standardizing processes, policies and procedures Implemented tracking mechanisms to monitor and ensure adherence to global tax and immigration compliance regulations and requirements

●  Oversaw the expatriate benefits and insurance program and the international pension plan. Partnered with Total Rewards to evaluate benefits program design and revised the program to streamline administration and provide enhanced and competitive service offerings including dental, vision and short term disability.

●  Designed a SharePoint portal to support key stakeholders while providing subject matter expertise, access to services, tools, resources and templates in a collaborative forum to facilitate critical global mobility processes

●  Published a monthly mobility newsletter to inform stakeholders on program updates and enhancements, regulatory changes, program metrics, compliance requirements and deadlines and product and service offerings

SNC Lavalin Inc. (various roles) Feb 2008 -  Nov 2014 Global Mobility Manager, Central Canada and Latin America

●  Led the International Human Resources and Mobility functions for large scale projects based in North America, Latin America, Australia and South Africa

●  Built, developed and successfully managed a cross-functional team consisting of four Global Mobility Specialists and five HR Generalists while providing end to end HR solutions for small and large scale projects

●  Supported the global businesses with identifying project staffing needs; talent acquisition and talent management needs; compensation practices and policies; payroll and benefits; performance management and employee relations

●  Supported the implementation of a web-based assignment tracking and management tool across international offices and divisions; provided on-going training and support to end users.

●  Mitigated risk by partnering with internal and external subject matter experts to ensure compliance within critical HR and global mobility concerns such as immigration and taxation laws, medical, health, safety and security considerations, while educating business leaders on compliance issues and risks.

Adecco Employment Services (various roles) Jan 2001 - Feb 2008 National Account Executive

●  Designed program implementation, transition and ongoing service plans allowing for long-term strategic partnerships and client retention security with high volume key clients such as GE, P&G and UPS

●  Successfully gained buy-in and acceptance from clients to implement a master vendor program to support and manage contingent workforce needs

●  Directed client related recruitment activities for a contingent workforce of administrative, IT project management requirements, through Adecco’s network of 60+ branches and 20 select vendor partners.

●  Monitored service delivery and conducted quarterly audits of vendor program policy and process compliance.

●  Managed a team of two recruiters, a vendor relations coordinator, a payroll specialist, a benefits coordinator

and three administrative support staff.

●  Coordinated the implementation of on-going support to a new web-based applicant tracking and vendor

management tool.
