About Tom Sparrow:
Tom is the Chief Project Officer at PMP Services Ltd., a progressive project management consultancy that specializes in public infrastructure projects. He has over 30 years of experience in overseeing the design, development, and construction of complex and large-scale facilities for various government and private sector clients. He is also a Project Management Professional (PMP) certified by the Project Management Institute, demonstrating his proficiency and credibility in the field. Tom is a life long learner focusing much of his spare time on expanding his knowledge and skills in project management and professional photography.
Currently, Tom is advising the Ministry of Education and Child Care of British Columbia on capital management, providing strategic guidance and mentorship to School Districts across the province. He is also leading the Cowichan Secondary School Replacement Project, an $86 million initiative to create a state-of-the-art educational facility on Vancouver Island. Previously, he was instrumental in the delivery of two data centers for Iris Energy, a renewable energy company. Tom's passion for public infrastructure is evident through his focus on Generative AI, construction data analytics, Building Information Modeling (BIM), and advancing research in project management through PMI. He is driven by the mission of creating sustainable and innovative facilities that enhance the quality of life and learning for the communities they serve.
Experience
Tom has managed large public infrastructure projects during the past 16 years across Canada ranging from $85m to $1.4b.
- Seasoned and certified executive project manager who has successfully led numerous large infrastructure projects located in urban, rural and semi-isolated communities and cities in British Columbia, Yukon and Nunavut
- Extensive knowledge and experience managing large PPP or Design Build Finance Maintain(DBFM), Design Build (DB), Design Build Finance (DBF), Design Bid Build (DBB),Construction Manager at Risk (CM) and Integrated Project Delivery (IPD) projects plus Prime Contractor responsibilities
- Strong interpersonal skills, including ability to negotiate win-win solutions and resolve conflicts ranging from significant financial commitments to community-based issues management
- Strong organizational and analytical skills leading large scale public infrastructure projects
- Ability to work in a multi-cultural environment including Indigenous and Multi-Cultural urban, rural and remote communities
- Extensive experience working directly with Indigenous communities and organizations on settlement and traditional lands in Yukon, British Columbia, and Nunavut associated with capital and operational planning, development, and implementation of minor and major capital projects
- Experience working in executive management positions within a unionized environment
- Strong relationship building skills leading large multi-disciplinary teams, committees and working groups
- Mentoring and advising project team members
- Effective presentation skills at a community, government, conference, and university level
