Brief Overview:


Ma Faamii is a new program within Métis Nation-Saskatchewan (MN-S), which will see the establishment of service centres throughout Saskatchewan to serve MN-S citizens by helping them navigate through MN-S programs and services in addition to Provincial and Federal programs.


Under the direction of the Director of Social Infrastructure, the Manager of Ma Faamii Service Centres will provide strategic leadership to the development and implantation of the Ma Faamii Service Centres throughout Saskatchewan.

The position be responsible for the Ma Faamii program including overseeing the Operations Coordinators(s) and guiding the Ma Faamii Service Centre's through its growth and expansion of services as needed.

The Ma Faamii Manager will establish and maintain strong internal and external partnerships.

They will ensure fiscal accountability for the Ma Faamii, oversee effective operations, procedures, policies, and ensure programs and projects follow internal financial controls and are in compliance with internal and external funding agreements, including reporting back to the Ma Faamii Working Group to ensure it is meeting its objectives and outcomes.


Key Responsibilities:


Leadership

  • Provide strategic leadership to Ma Faamiis under the guidance of the Director of Social Infrastructure including developing a strategic plan that is in alignment with the MN-S.
  • Supporting the Ma Faamii Operations Coordinator(s) with implementing the annual strategic plan, communications strategy, work plan, and operational and capital budgets.
  • Proactively address any internal or external challenges to achieving the strategic goals and objectives of Ma Faamii.
  • Develop and maintain positive relationships with service partners including MN-S government Ministries, provincial and federal government agencies, and other key stakeholders.
  • Develop work standards for Ma Faamii to navigate citizens through Métis Nation-Saskatchewan programs and services.
  • As a team explore innovative ways to address Métis Nation-Saskatchewan's strategic priorities and improve the lives of Métis citizens.
  • Build awareness with respect to the MN-S governance structure including the Constitution of Métis Nation-Saskatchewan.
  • Help develop a Métis Nation-Saskatchewan database that can navigate Citizens through Métis Nation-Saskatchewan programming
  • Build programs as an advocate and role model for Métis Cultural enhancement and awareness.
  • Recruit and retain a team of experienced Operation Managers focused on achieving the strategic goals and objectives of Ma Faamii.
  • Create a culture of transparency, accountability, and open communication throughout Ma Faamii.
  • Recognize, evaluate, and reduce financial, legal, and reputational risks.
  • Other duties as assigned by the Director of Social Infrastructure

Stakeholder Relationships

  • Provide reporting to ensure Ma Faamii is meeting its intended objectives and outcomes.
  • Identify opportunities, build partnerships, and retain strong relationships with internal and external stakeholders in alignment with strategic vision and goals.
  • Collaboratively work with other MN-S Ministries and Depts to promote programming.
  • As part of the leadership team, support the Operations Coordinator(s) in developing clear policies and procedures specific to Ma Faamii that are in line with the overall MN-S policies.
  • Ensure compliance with funding agreements and internal financial policies and practices.
  • Ensure clear communication, engagement, and collaborative consultation with the Minister's assigned portfolio.

Operations

  • Develop and recommend innovative approaches in designing programs and projects that are unique to the needs of Métis citizens.
  • Ensures organizational needs are met including:
  • Establish and recommend short and long-term strategic planning including workplan development, budgeting, variance reporting, and financial and operational reporting.
  • Ensures alignment with strategic outcomes and stakeholder needs by researching, collecting, and analyzing complex data from multiple sources obtained through holistic and proactive data collection and ongoing stakeholder engagement initiatives.
  • Oversees development of operational plans including ensuring compliance with legal and legislative requirements, ensuring fiscal responsibility is adhered to, and developing policies and procedures as appropriate to support plans.

Qualifications:


  • A master's degree in human services or equivalent combination of academic, professional and/or lived experience.
  • Training in leadership, public policy and/or statistical analysis, and/or grant writing, is considered an asset.
  • Experience in community or public services.
  • Minimum five years of related experience in a seniorlevel position.
  • Minimum five years working within the health, public and/or social services sector.
