Position Summary


Project Controls manager on a mega project, or for a large multiple project program, or for a project with an exceptionally large Project Controls staff.

Responsible for effective execution of Project Controls programs (engineering, cost estimating, cost analysis/control, and planning/scheduling activities) on an assigned large or major project/program in accordance with Bechtel Group, Inc.

and applicable Project Controls Department Procedures.


Responsibilities

  • Directs project control activities (cost estimating, analysis & control); is responsible for discipline/project/proposal estimating or staff planning activities that require a high degree of technical skill and experience.
  • Directs schedule development, maintenance, monitoring, impact identification, and recovery plan development activities.
  • Provides generally nonroutine cost engineering/planning and scheduling guidance. Identifies, analyzes, and provides innovative solutions to cost engineering and planning/scheduling problems. evelops, interprets, and executes policy, objectives, and standards applicable to cost and schedule control and analysis activities. Reviews and approves Earned Revenue Determination Data, Proposal Financial Summaries, Project Financial Status Reports, and Charge For Project Working Capital calculations for assigned project/program. Reviews contract drafts for adequacy of cost and scope definition and Project Controls requirements. Coordinates development of all data in support of negotiations.
  • Plans staffing needs for assigned project/program. Prepares the Project Controls Plan for assigned project/program.
  • Maintains liaison with GBU functional management to coordinate workload and staffing plans, work processes, and procedures.
  • Directs the preparation and presentation of project/program estimates and cost forecasts.
  • Supports project/program organizational and administrative activities.
  • Prepares, coordinates, and directs Project Controls presentations to Bechtel and client management, as required.
  • Participates in the development & training of assigned personnel and the implementation of onthejob and classroom training programs.
  • Conducts personnel performance reviews & career counseling.

Qualifications and Skills

Basic Qualifications:


  • A recognized degree from an accredited college or university in Engineering, Construction Management, Business Management, or related field with 15 years Project Controls, Commercial Operations, and/or Prime Contracts experience or a minimum of 20 year's work experience in lieu of a degree.

Additonal Qualifications:


  • Thorough knowledge of and demonstrated experience in directing cost engineering functions, including cost estimating, control, and analysis, and planning & scheduling functions, including schedule development, control, and analysis, in the field and the home office.
  • Experience and demonstrated skill in establishing criteria for Project Controls activities.
  • Demonstrated skill in management, supervisory, and personnel administrative functions.
  • Demonstrated skill in identifying, analyzing, and solving problems.
  • Skilled in oral and written communication, with demonstrated ability to present Project Controls information to management/client.
  • Expert level of knowledge of engineering, procurement, contracts, construction, and startup work processes, as performed by Bechtel.
  • Knowledge of engineering & construction management customarily acquired over time through specialized instruction or practical experience.
  • Knowledge of current industry & technical developments.
