Position Overview:

The Primary Health Care service area provides regional coordination and support within the WRHA and operates centralized PHC services.

Areas of emphasis include quality improvement and risk management, information management, strategic planning, system wide service coordination and integration, operational standards pertaining to community and primary health care.

The Primary Health Care service area includes WRHA Primary Care Clinics (including all sites where teaching occurs), community health agencies funded by the WRHA, Community Development, Antenatal Home Care and low risk obstetrics (Midwifery Services).

The Program also leads primary care renewal initiatives in collaboration with many partners across the health system. Key Primary Care renewal activities include My Health Teams, Interprofessional Team Demonstration Initiative (ITDI) and Family Doctor Finder.


Reporting to the Director, Primary Health Care Program, the initiatives leader will work with a collaborative leadership team and within the context of ensuring continuity of care across the continuum of services for patients and populations.


Experience:


  • A minimum of five years' experience with at least three years in a management/leadership in primary care, family medicine and/or community health role is required.
  • The incumbent must have demonstrated successful leadership/management experience and service coordination experience.
  • The incumbent demonstrates excellence in strategic, innovative thinking, collaborative relationships and motivational leadership.
  • Experience in Collaborative Care and interprofessional practice preferred.
  • Extensive experience in service delivery and business operations.
  • Experience in establishing and executing detailed annual operational plans; ability to lead and participate in both short
- and long-term planning.


Education (Degree/Diploma/Certificate):


  • Bachelor's degree in health care is required.
  • Master's degree in relevant area is required.
  • An equivalent combination of education and experience as recognized by the Winnipeg Regional Health Authority (WRHA) may be considered.

Qualifications and Skills:


  • Comprehensive knowledge and advanced skills required to identify, develop and implement plans to improve areas of service or system enhancement.
  • Demonstrated successful leadership and program development skills along with a sound understanding of policy development related to primary health care and primary care renewal within population health and integrated intersectoral health care delivery system.
  • Ability to work collaboratively with leaders in other health care and social service organizations and programs to improve service integration and delivery.
  • Demonstrated ability to provide project leadership, expertise in leading process improvement methodologies and manage multiple complex projects through to its implementation.
  • Broad base conceptual thinker with a results orientation.
  • Demonstrated expertise in operations, implementation, monitoring and evaluation.
  • Analyzing operational issues and problems systematically, gathering broad and balanced input, drawing sound conclusions and translating into timely actions.
  • Demonstrated success in negotiating mutually beneficial agreements and managing change through decision making, problem solving, consensus building and dialogue.
  • Superior oral communication skills required for presentations, group facilitation and sustaining productive meetings.
  • Demonstrated skills and experience in synthesis and knowledge translation from other jurisdictions and research and literature materials.
  • Proven ability to utilize, interpret and analyze complex data elements and to develop and monitor KPIs that are linked to assigned projects, initiatives or operating plans.
  • Demonstrated success in working with multidimensional partners across many sectors of the health system and externally and the ability to effectively liaise with government and other jurisdictions at provincial and national levels.
  • Political astuteness and ability to effectively manage complex policy issues.
