The City of Victoria is seeking an experienced Manager to oversee our Transportation Design and Delivery Branch.

As the Manager - Transportation Design and Delivery, you will lead a team of technical and professional staff, who deliver a blend of internally and externally designed and constructed complete street and asset renewal projects.


Guided by our Official Community Plan and Go Victoria, the City's sustainable mobility strategy, the Transportation Department has experienced notable growth in staffing levels and capital budgets, which led to the achievement of delivering unprecedented volumes of paved road construction, new/upgraded crosswalks and traffic signals, traffic calming elements, road safety interventions, bicycle facilities, sidewalks and curb ramps and other accessibility improvements.


As one of three managers in the Transportation Division, this position provides the opportunity to work collaboratively with colleagues in Engineering, Public Works, and Parks, to develop work plans and annual budgets that align with objectives laid out by Go Victoria Plan and Council's Strategic Plan.

Manager - Transportation Design and Delivery (#3249)

Position Summary


Reporting to the Assistant Director of Engineering, the Manager - Transportation Design and Delivery is responsible for the overall management of the Transportation Design and Delivery Branch.

This includes tasks such as assigning and reviewing work when developing asset management plans and delivering capital programs related to the maintenance and service level upgrades of all City streets, sidewalks, intersections, and other related assets.


The Manager - Transportation Design and Delivery is also responsible for supervising staff in the Transportation Design and Delivery section, providing guidance, support, and training to ensure their team performs efficiently, and is accountable for implementing performance management and review processes.

Depending on project, you will be required to act as Engineer of Record for internal design/construction projects and will be responsible to ensure your team is compliant with the City's Professional Practice Management Plan (PPMP) and the Professional Governance Act.

Accountabilities

  • Responsible for developing and presenting recommendations for multiyear capital budgeting levels to maintain and improve transportation related assets.
  • Accountable for the design, delivery, and management of annual transportation capital programs, including internal design schedules.
  • Manage the geometric, pavement and landscaping design for internally led projects and support other transportation teams on major external capital delivery.
  • Liaise and advise Engagement staff regarding public and stakeholder consultation for transportation projects.
  • Manage the design of transportation networks, including providing maintenance advice and overseeing accessibility upgrades.
  • Provide leadership and direction to the branch, including responsibilities such as hiring, assigning tasks, evaluating performance, providing coaching and mentoring, facilitating training and development, and implementing discipline up to and including termination.
  • Establish the operational direction of the branch, including the development and implementation of policies and procedures that directs the work of branch staff in the successful execution of capital projects and programs.
  • Provide review and street geometric design advice for the department's rezoning and development review process.
  • Develop, modernize, and implement branch policies and guidelines that ensures ongoing compliance with quality management standards.
  • Prepare and deliver presentations to Council and advisory committees that relates to development and the lifecycle of transportation projects.
  • Establish and manage branch operating budgets, including the development and reporting on branch metrics, administration of project accounts and identification of financial risks.
  • Other related activities as required.

Qualifications:


  • Degree in Civil Engineering
  • Registered as a Professional Engineer, P. Eng. with Engineers and Geoscientists BC
  • 8 years of progressive experience in planning, design, construction management, and project management. Experience in municipal government an asset.
