Position Summary:


Under the supervision of the General Counsel and in collaboration with another in-house counsel dedicated to procurement activities, provides advice and guidance to Procurement Services and senior administrators on matters related to procurement of goods and services.

This is a function dedicated to support Procurement Services, with a focus on IT procurement contracts and other complex procurement transactions.


Primary Responsibilities:
Duties and responsibilities may evolve over time, and from time to time.

  • Provide legal advice to Procurement Services concerning procurement contracts, preparation of tendering documentation, review of post tender correspondence, negotiation of agreements and contracts with suppliers and service providers.
  • Develop and update as appropriate standard purchasing and service agreements, including alternative coherent provisions, and recommend adapting them to needs or industries as appropriate.
  • Support special projects teams set up for the purpose of identifying prospective suppliers, developing specifications, and tendering documentation, contractual arrangements and evaluation of tenders and contract execution performance.
  • Advise Procurement Services and senior administrators on the resolution of disputes between the University and suppliers, and as the case may be supervise outside counsel concerning litigation matters in relation to procurement activities.
  • Assistance in streamlining procurement processes in light of legislative framework.


Education and Experience:


  • Ll.
B and at least 7-10 years of experience as legal counsel focused on commercial and contractual law.

  • Member of the Bar of the Province of Quebec.

  • Excellent communication skills and team approach in order to facilitate solutions leading to desired results.
  • Fully bilingual in English and French, verbal and written.
  • Excellent drafting skills, and strong ability to articulate challenges and solutions, verbally and in writing.
  • Result oriented, with strong multi tasking and prioritizing skills.
  • Demonstrated ability to focus on the essential to deliver high quality work in high volume/tight timeframes conditions.
  • Excellent negotiating skills, proactive and pragmatic approach facilitating the resolution of disputes and negotiation of contracts supporting the University's mission.
  • Strong sense of ethics, leadership and ability to share experience and expertise with client groups;
  • Ability to work in a complex environment, where differing interests must be reconciled to achieve desired results. To that end, experience of the higher education sector will be an advantage.
