POSITION PURPOSE


Reporting to the District Manager, Roads Maintenance is responsible for supervising Regional staff and external contractors involved in the operation, maintenance and repair of the Regional road system within an assigned patrol area in the District to enable efficient traffic flow, increase public safety by ensuring that the Region's rights-of way are in a good state of repair and protect the Region from liability; complies with environmental requirements and prepares reports; assigns internal and external resources within approved programs; contract administration; recommends increases in operational efficiency; monitors and responds to emergencies and deficiencies; rotates in the operation of the snow centre and addresses scheduling challenges.


MAJOR RESPONSIBILITIES

  • Plans, supervises and support the daily activities of work crews within an assigned patrol area in the District, including establishing daily, weekly and season operational work assignments.
  • Ensures that the work carried out by internal staff is in compliance with the quality standards, operating instructions and specifications appropriate for the work function within the District.
  • Ensures that staff and contractors work in a safe manner, utilizing all protective devices, and following all measures and procedures as required by the Occupational Health and Safety Act and Regional policy; advises staff of the existence of any potential or actual danger to health or safety.
  • Ensures that the work carried out is in compliance with the quality standards and operating instructions appropriate for the District.
  • Ensures that all equipment is utilized and maintained in a safe and effective manner including daytoday maintenance such as cleaning and fueling and that complex repairs are identified and addressed by appropriate staff.
  • Initiates and provides input into the development of revisions and changes to operating procedures and policies for the District and provides input for District annual budget and business plan.
  • Assists management in developing annual business/work plans and in developing service plans including staffing proposals.
  • Supervises staff, including recruitment, selection, hiring, scheduling, assigning and monitoring work, determining training and development needs, coaching and mentoring, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • Drafts correspondence and appropriate reports for road network operations related issues including public complaints and responds to customer enquiries directly and/or resolves difficult or highly sensitive complaints either verbally or in writing.
  • Undertakes special projects, as assigned.
  • Assumes functions of management in that person's absence, as directed.
  • Performs other duties as required to meet Divisional/Branch and Departmental objectives.

QUALIFICATIONS

  • Successful completion of a threeyear Community College Diploma program in Civil Engineering Technology or related field or approved equivalent combination of education and experience.
  • Minimum three (3) years' experience in a road operational, road engineering or roads maintenance environment or other logístical operational environment with responsibilities for planning, operating procedures, technical analysis, scheduling and demonstrated supervisory or leadership experience.
  • Certification with the Ontario Association of Certified Engineering Technicians and Technologists (OACETT) as a Certified Engineering Technologist or be registered in an approved equivalent professional association.
  • Solid knowledge in budget preparation, financial management of operational programs/projects including monitoring and control.
  • Valid Ontario Class "G" driver's licence, free of serious offences under the Highway Traffic Act.
  • Demonstrated knowledge and ability to interpret engineering drawings, development proposals/ plans.
  • Demonstrated knowledge of applicable legislation, roads maintenance services, industry standards, etc.
  • Demonstrated ability to organize and coordinate an operational unit; to ascertain and assign work priorities to meet deadlines and emergency responses; to assess completed work in compliance with appropriate standards.
  • Good interpersonal and communication skills to direct outside contractors and explain road operational requirements to diverse client base including public, external agencies, contractors and to reach agreement with diverse groups.
  • Ability to meet heavy physical demands of this position; ability to work outside of normal business hours as required; ability to work on rotating shifts and to provide standby response, as required.
