POSITION PURPOSE

Reporting to the Director, Housing Strategy & Program Delivery, supervises and administers the operation of the Region's subsidized housing wait list, including the provision of intake services, waiting list management, referral services and housing provider participation and compliance; participates in the development of program policies in accordance with the Housing Services Act, 2011 and Provincial/Regional housing programs.


MAJOR RESPONSIBILITIES

  • Reviews, evaluates and assesses requests made under the Special Priority Program (victims of domestic abuse) and local priority status; ensures that regulations regarding confidentiality are strictly maintained.
  • Analyzes data and prepares detailed reports on a regular basis for use by community housing providers and senior management providing wait list analysis.
  • Prepares timely and accurate memos, reports, business plans, briefing notes, background materials, speaking materials and presentations for the Director.
  • Responsible for overseeing the use of webbased software program for the waiting list process and ongoing development and enhancements to the software.
  • Liaises with housing providers, other divisions within the Region, and other Service Managers to identify and remedy issues of common concern to improve the quality of housing access and social services on a Regional and Provincial level.
  • Supervises and directs staff, including recruitment, selection, hiring, assigning work, determining training and development needs, conducting performance appraisals and determining/recommending disciplinary action up to and including dismissal in accordance with collective agreements, Regional policies and practices.
  • May act as Director, Housing Strategy & Program Delivery in the Director's absence.

QUALIFICATIONS

  • Degree in Social Sciences, Business Administration, Urban Studies or a related discipline or approved equivalent combination of education and experience.
  • Minimum three (3) years experience in the Community Housing field with responsibilities for program planning and administration, and policy development, implementation and evaluation and one year supervisory experience.
  • Knowledge of Housing Programs and related legislation, program and policy guidelines as well as computer systems supporting these programs.
  • Knowledge of the Region's role, functions, issues, challenges, legislative and policy framework.
  • Knowledge of budget process and business planning.
  • Leadership ability to motivate staff and foster a positive team environment.
  • Ability to travel to off site locations in a timely and efficient manner, as required.
  • Ability to work outside regular business hours, as required.
