    Job Summary:

    In accordance with established vision and values of the organization, this position purchases a variety of supplies, services and equipment by selecting Suppliers, negotiating prices and delivery dates and approving purchase orders.

    Issues tender documents for a variety of supplies, services and equipment, awards contracts in conjunction with User Departments from various sites within the Region.

    Duties/Accountabilities:

    1.Reviews all purchase requisitions and consults with User Departments from various Sites regarding requirements, specifications, quantity, quality, pricing and delivery dates.

    Recommends Suppliers and/or substitute Suppliers to improve delivery and costs.
    2.Contacts Suppliers for information such as price, delivery dates, etc. and places order.
    3.Prepares specifications, terms and conditions for the formal tendering of supplies, services and equipment. In consultation with the Manager and Regional Director, analyzes quotations from Suppliers and issues contract documents.
    4.Performs a variety of expediting duties such as monitoring delivery dates, late deliveries and related discrepancies.
    5.Works with all User Departments from various Sites in obtaining specific product information and costs.
    6.Maintains sources of supply and interview's Supplier's representatives.
    7.Assigns related tasks to the Buyer Assistants.

    8.Assists in the evaluation of products and services by contacting Suppliers for samples, arranging for product survey forms to be sent to the User Departments, and collecting data from the Department for presentation to the Product Review/Value Analysis Committee.

    9.Updates files and dictionaries in the computerized Material Management Module as required.
    10.Performs other related duties as required.


    Qualifications:

    Education, Training and Experience:

    Grade 12 supplemented by recognized purchasing courses, plus 5 year's recent related experience or an equivalent combination of education, training and experience.
