Major Responsibilities:


Reporting to the Manager Resource Recovery, the main function of the Supervisor Processing Operations (Recycling Operations) is to provide supervision of the recycling contracts within the Solid Waste Management Services, New Infrastructure Development and Resource Management, Resource Recovery Unit.


  • Implements detailed plans and recommends policies/procedures regarding single stream recycling materials (SSRM) and other diversion requirements
  • Supervises, motivates and trains assigned staff, ensuring effective teamwork, high standards of work quality and organizational performance, continuous learning and encourages innovation in others
  • Supervises the day to day operation of all assigned staff including the scheduling, assigning and reviewing of work. Authorizes and coordinates vacation and overtime requests. Monitors and evaluates staff performance, approves salary increments, hears grievances and recommends disciplinary action when necessary
  • Provides input into and administers assigned budget, ensuring that expenditures and revenues comply with approved budget
  • Supervises the activities of staff and contractors engaged in the operations of various City/privately owned processing facilities. Supervises technical staff gathering data for proper evaluation of effectiveness/efficiency of material recovery facilities
  • Ensures that staff performs within the guidelines associated to the Provincial/Municipal legislation and SWMS Senior Management. Identifies deficiencies and takes appropriate action to resolve
  • Ensures staff and equipment/materials are at maximum utilization of processing capacity and maximum realization of revenues regarding processed materials
  • Conducts tours of the processing facilities for individuals, private/public organizations and groups outside the City
  • Responds to inquiries/complaints from senior staff, project stakeholders, union staff and the public and takes appropriate action to resolve unsatisfactory situations
  • Attends meetings and sits on committees related to recycling issues
  • Monitors developments in processing activities and makes recommendations to the senior staff
  • Assists in the development of procurements (e.g. RFQ, RFP, OTP, etc.) regarding the expansion of waste diversion programs
  • Monitors practices of private contractors for proper service delivery. Negotiates contract extensions/amendments; preparing necessary reports
  • Issues tenders and awards contracts, for the sale of recyclable materials
  • Develops markets for new products, to increase City's solid waste diversion programs
  • Develops markets for existing products to maximize revenues and ensure continued diversion
  • Represents SWMS at community meetings and Community Council as required
  • Provides staff with safe and healthy work environment through the development/implementation of health and safety policies and accident investigations

Key Qualifications:


  • Postsecondary education related to the responsibilities or other related discipline, or an equivalent combination of education and experience.
  • Extensive experience in Solid Waste Management Services, including a thorough knowledge in the processing and marketing of recyclable materials.
  • Experience supervising day to day operation of assigned staff including the scheduling, assigning and reviewing of work.
  • Experience in the core function of solid waste operations and management.
  • Experience in the use of a computer and software programs pertinent to the job such as Microsoft Office Suite.
  • Must possess a current Ontario Class "G" Driver's License or better and the ability to obtain a City driver's permit.
  • Knowledge and understanding of integrated waste management systems.
  • Ability to motivate, coordinate and train staff of all levels.
  • Ability to work/travel to various work locations.
  • Excellent verbal and written communication skills, including public speaking in front of large groups
  • Highly developed customer service and interpersonal skills, and the ability to work cooperatively as an effective team member.
  • Familiarity with Ontario Statues, including Occupational Health and Safety Act, employment standards, labour relations, human rights, and other applicable government legislation.
  • Proven problemsolving skills, with exceptional ability to multitask.
  • Ability to support the Toronto Public Service values to ensure a culture that champions equity, diversity and respectful workplaces.
