    Senior Planning Technician (2 Continuous)

    Sustainable Planning & Community Development Department

    POSITION FUNCTION

    Administer spatial data and land-based records within the geographic information system and process and approve a variety of permit applications from the public, developers and other external agencies.

    KEY DUTIES

    Create, maintain and oversee standards for numerous map products, using Autodesk ESRI, Photoshop and other related software; produce and distribute maps and graphics in various digital and paper formats for internal and external uses, such as Council hearings, zoning, address, OCP, neighbourhood plans and various specialty publications and documents for Planning and other departments such as Bylaw, Inspections, Parks, Police; interpret planning guidelines to produce design drawings for public use documents; review and interpret council minutes to update land system (Tempest) and mapping; liaise with internal and external agencies such as Engineering, CRD, and municipalities.

    Administer and oversee spatial data and land based records within the geographic information system; create, capture, analyse data and associated attributes such as zoning, land use and heritage information for the City's land system (Tempest); oversee departmental use of land system (Tempest) by reviewing input, making corrections and instructing user staff; liaise with internal and external agencies such as Engineering, CRD, LTO and Tempest for data/GIS information exchange.

    Represent the Planning Department at Board of Variance meetings; prepare reports and conduct site inspections.

    Respond to enquiries from the public, developers, architects, and other departments by providing property information such as zoning, land use, history, and designations; assist staff with difficult public inquiries such as policies, bylaw interpretations, land use, property history. Represent the section by participating on project committees, and user group committees.

    Review and participate in the work of approximately 2 staff; ensure procedures and established performance standards are met; provide employee training.

    Perform related duties where qualified.

    INDEPENDENCE

    Work is generated by applications or is assigned by supervisor and designated staff and reviewed through discussion with supervisor.

    Problems or deviations from established procedures are referred to supervisor.

    WORKING CONDITIONS

    Physical Effort:

    Dexterity while performing data management in GIS and computer aided drafting. (frequent)

    Long periods of intense concentration while managing data in GIS and drafting graphic based material (Mapping, GIS and Publications). (frequent)

    Work Environment:

    Office

    Presence on construction sites. (rare)

    KEY SKILLS AND ABILITIES

    Organize and prioritize work.

    Understand and apply the techniques of land use system coordination and permit application processing.

    Advanced level operation of current City spatial and data modelling system and related software.

    Read and interpret technical information, architectural drawings and legislation.

    Provide technical guidance and advice to user departments.

    Establish and maintain effective working relationships.

    Deal effectively with the public and outside agencies.

    Work safely on job sites.

    QUALIFICATIONS

    Formal Education, Training and Occupational Certification:

    Technical School Diploma in Planning Technology including advanced courses in GIS and mapping technology (2 years)

    Certificate in AutoCAD Map 3D Software (1 year)

    Certificate in ESRI Software (64 hours)

    Certificate in Adobe Creative Suite Software (100 hours)

    Current and valid Class 5 BC Driver's License

    Experience:

    3 years of related experience

    or an equivalent combination of education and experience.

    OTHER:

    May be requested to substitute in a more senior position.

    Work schedule: Monday to Friday, (35 hour work week)

    $48.05 per hour, Pay Grade 14
