Job Number:49408**Reporting to the manager of the Professional Standards, Development, and Logistics (PSDL) unit, the Logistics Specialist position will support procurement, lifecycle management, logistics, fleet services and implement continuous improvement initiatives for the Community Standards and Neighbourhood's branch.


The Logistics Specialist will contribute to the CSN branch's goals of creating an efficient, easy to use, and successful equipment management system in collaboration with contract administrators, operational contract managers, and with the direction from the PSDL manager.

With a focus on the City of Edmonton's Cultural Commitments to Safe, Helpful, Accountable, Integrated and Excellent, you will:

  • Liaise and consult with business partners in assigned portfolios to proactively plan ahead for anticipated procurement activities
  • Provide multifaceted advice to internal branch business partners on procurement procedures, methods, and approaches (which includes procurement principles and practices, trade agreements, and contract/tender law)
  • Assist with budget preparation and expenditure control, both operating and capital, and oversees Branch's equipment projects
  • Develop processes and practices that support the continuous improvement of the branch's PCM and logistics functions. This includes the branch coordination, acquisition, modification, and maintenance of the branch's specialized equipment, uniforms and fleet for law enforcement services, peace officers and bylaw officers
  • Ensure that the City's operational needs are met with regards to the governance, compliance and process requirements according to all City administrative policies and procedures
  • Review and/or develop specifications, requirements, description and scope of work, and recommend improvements of equipment and fleet to internal business partners
  • Work with business partners to compose RFx documents, develop evaluation plan, criteria, weightings, process, strategies, submission and contractual requirements and manage the RFx process
  • Review and ensure completeness and accuracy of a variety of contract and Purchase Order documentation and approves within delegated concurrence or forwards to more senior concurrence and/or delegated authority, as required
  • Perform other duties as assigned

Qualifications:


  • Completion of a University Degree (Bachelor's or higher), in a related discipline such as public administration, public policy, supply chain management, business,
or project management and four (4) years of relevant full-time work experience, which include a minimum of three (3) years in a procurement environment
performing end to end procurement responsibilities
OR

  • Completion of a twoyear postsecondary diploma or associate degree in a related discipline such as public administration, public policy, supply chain
management, business, or project management and six (6) years of relevant full-time work experience, which include a minimum of three (3) years in a
procurement environment performing end to end procurement responsibilities


Other Qualifications:


  • Completion of a Supply Chain Management Professional (SCMP) designation from the Supply Chain Management Association (SCMA) or a Certified Public
  • Comprehensive knowledge and understanding of procurement practices, policies, procedures, tender and contract law, trade agreements and various procurement and sourcing strategies
  • Comprehensive knowledge and understanding of RFx methods and approaches
  • Knowledge of category management and strategic sourcing methodologies and approaches
  • Knowledge of project management methodology and approaches
  • Knowledge of Google Suite Applications (Gmail, Sheets, Docs, Slides) and Microsoft Office (Word, Excel)
  • Excellent computer skills; ability to learn, utilize, and update various databases, programs and ERP systems such as SAP and Oracle
  • Excellent organization and time management skills
  • Excellent listening, verbal and written communication skills
  • Excellent customer service skills
  • Strong leadership skills required to provide coaching and oversight to subordinate roles
  • Excellent analytical, critical thinking, decisionmaking and problemsolving skills
  • Ability to work highly independently; ability to take initiative and be resourceful
  • Ability to perform work with a high degree of accuracy and completeness of documentation
  • Ability to work effectively in a team environment
  • Ability to develop and maintain effective and professional working relationships with City Administrators, colleagues, business partners, and suppliers
