Determines the HR landscape with users, and within the long-term direction and policy framework, determines the requirements for new or modified Information Systems.

Provides the focal point for liaison with IT on the development of specific major systems or in making modifications to existing ones.

Manages information systems on behalf of users.

Maintains the integrity, confidentiality and reliability of data support systems and makes recommendations to streamline and improve upon existing practices and procedures.


Responsibilities:

Below are the main job requirements and responsibilities for the Manager, Information Management and Services.


  • Determines in conjunction with associated functions for new or modified information systems. Manages the prioritization of Information Systems on behalf of users and ensures information services provided are sensitive and responsive to meet unique user requirements.
  • Investigates and makes recommendations regarding the feasibility or requests for information systems by working with potential stakeholders and users to analyze the cost/benefit to the corporation.
  • Liaises with IT on the development of specific major systems or in making modifications to existing ones.
  • Works with stakeholders in the development of policies, procedures and performance standards for the operation and maintenance of Corporate Information systems.
  • Conducts post implementation audits of new or modified Information Systems by assessing risk factors, understanding processes and key control activities, determining the requirement objectives and scope to ensure objectives and standards are met and maintained. Provides an objective opinion on the performance of the business activity and the effectiveness of control activities. Recommends and implements corrective action.

Job Responsibilities (continued):


  • Maintains the integrity, confidentiality and reliability of data contained within Information Systems and validates on a continuing basis information therein to ensure compatibility with official corporate records and establishment levels.
  • Participates in training in conjunction with the appropriate functional authority to ensure the appropriate start-up, implementation and use of new or revised information systems.
  • Acts as the representative on Corporate Committees to review and introduce advancements in office automation into the workplace.
  • Maintains a continuing review of administrative support systems, recommends and takes action to introduce more streamlined and effective methods, practices and procedures.
  • Ensures, through succession planning and training, a continuing development of competent managers for the Information Systems Management and Services function and with potential for undertaking other assignments in CPC.

Qualifications:


Education

  • Completed postsecondary, preferably in a related field OR a combination of equivalent professional experience and training

Experience

  • 3 to 5 years of relevant functional experience
  • 2 or more years' experience managing people
  • One or more years of experience in a unionized environment an asset
  • Proficient computer skills and competent with Microsoft Office programs
  • Designation and or certifications programs may be required for certain positions (e.g. Finance & Engineering)
  • Excellent team building and leadership skills and experience
  • Sound organizational, analytical, judgement and decisionmaking skills with proven abilities in problem solving
  • Strong interpersonal skills with an ability to build and maintain relationships
  • Strong oral and written communication skills
