The Ministry has the following responsibilities:

develop curriculum and set standards; evaluate curriculum and assess outcomes; teacher development and certification; support students with diverse learning needs; fund and support school boards; First Nations, Métis and Inuit and Francophone education; and oversees basic education policy and regulations.


Alberta Education, with technical input from Alberta Infrastructure, reviews submissions from school boards for new building and building renovation projects to assess, prioritize and submit capital funding requests to the Alberta Government's capital planning process.

In addition to developing the provincial school capital plan, Alberta Education develops policies and procedures for the effective planning and implementation of the school facilities capital program, the Infrastructure Maintenance and Renewal (IMR) program, and new initiatives/programs as approved by the Minister of Education such as the Capital Maintenance and Renewal (CMR) program, or playground initiatives.


The Capital Planning sector is an integral part of the Financial Services and Capital Planning division, working with school boards, francophone authorities and Charter school societies to provide, preserve and upgrade supported capital infrastructure.

The branch provides liaison services with school boards, their partners and stakeholders to develop long-term integrated capital plans and projects, as well as liaising with the Field Services sector to ensure that capital project requests are in line with the educational plans of school boards and capital funding issues are addressed consistently between the two business areas.


Capital Planning sector representatives also must establish and maintain close relationships with Alberta Infrastructure representatives to ensure that approved capital projects are managed and implemented; the implementation of approved capital projects follows government policy; appropriate standards and guidelines are followed; existing facilities are appropriately and consistently evaluated over time; and effective policy and procedures are developed and maintained.


Role:


The Capital Planning Analyst leads the review, assessment and prioritization of the Infrastructure Maintenance and Renewal (IMR), 3-year school capital plans, and emergent modular classroom priorities submitted by jurisdictions.

This position is responsible for the review of proposed school designs, in alignment with the relevant school space standards to support the Capital Planning Manager in ensuring approved capital projects adhere to Education design standards.

This position is lead for the analysis required to support the sector in the effective and efficient management of school capital planning and infrastructure for the Kindergarten to Grade 12 education system.

This position is a key member of the Capital Planning team that works collaboratively with Ministry staff, cross-ministry partners, and external stakeholders to achieve government and Ministry business plan goals.

Reporting to a Manager of Capital Planning, the Capital Planning Project Analyst works closely with all Capital Planning Managers in the North and South teams, as well as staff from Strategic Initiatives branch, to provide the specialized expertise and analysis of all Alberta school jurisdictions capital plans.

The incumbent will provide the analysis and recommendations to ensure school infrastructure is aligned with current educational needs from a programming, health and safety, and utilization perspective.

This position is part of a team responsible for providing a comprehensive range of capital planning and project support services, technical and professional consultation, and assistance to clients and stakeholders.


Responsibilities:


  • Review, analyze and consolidate information from the school jurisdictions' Three Year Capital Plans in a timely manner.
  • Using knowledge of school building design and construction, review schematic designs and report the extent to which each aligns with the recommended scope in relation to the School Capital Manual. Analyze and make recommendations to the Capital Planning Manager on the categorization and capacity calculations of specialized areas in proposed school designs.
