The Opportunity


Corporate Facilities provides the City of Barrie with expertise in four key service areas: facility planning, design and construction; maintenance and property management, facility asset management and energy management.

As a Centre of Excellence for a large and complex inventory of physical assets, the department comprises all the necessary functions and lines of business to ensure the full life-cycle management of the City of Barrie's facility and property portfolios.


Under the general guidance and direction of the Director of Corporate Facilities, the Manager of Facility Planning and Development is responsible for providing strategic leadership to the management, operation, and administration of the city's facility capital planning and implementation functions, including the development of strategies, policies and standards to ensure the City is building sustainable facilities for the future.

This position is expected to work collaboratively with other leaders in the organization and community in the review and implementation of strategic facility planning initiatives to support client and service partner facility needs, to protect the environment and ensure the safety of staff, residents and visitors to Barrie.


To achieve this, the position oversees the work of technical and professional staff who undertake strategic space planning and facility needs assessments, identifying the need for, requirements of, and subsequently implementing new city capital facilities; whole or partial facility redevelopment; and / or significant capital renewal projects.


Overall, this position plays an integral role in effectively planning for, and managing facility projects to improve existing facility assets; maximize the utilization of City facilities and space resources; and to anticipate future facility requirements, to enable the City to deliver the services that it provides, while ensuring alignment with the City's vision, goals, and objectives.

Education (degree/diploma/certifications)

  • Four (4) year University Degree in Architecture, Engineering, Building Science, or related discipline
  • Eligibility for and willingness to obtain Licensed Architect (OAA) or Professional Engineer (P.Eng.) license
  • Eligibility for and willingness to obtain the Project Management Professional (PMP) Certification from the Project Management Institute (PMI)

Experience

  • Seven (7) years of experience performing duties related to the responsibilities of the Manager of Facility Planning and Development
  • Three (3) years of supervisor/management experience
  • Demonstrated construction project management experience

Knowledge/Skill/Ability

  • Working knowledge of the following legislation, regulations and/or requirements, including but not limited to the following:
o Environmental Assessment Act

o Municipal Act

o Occupational Health and Safety Act (OHSA)

o Occupiers Liability Act

o Ontario Building Code

o Ontario Fire Code

  • Working knowledge of facility planning/design, construction, and operations; energy management principles and methods; and facility asset management principles, standards and best practices
  • Working knowledge of public sector procurement practices and processes
  • Working knowledge of intelligent facility/building management systems
  • Working knowledge of municipal, provincial, and federal government services and programs
  • Working knowledge of space programming and requirement analysis, and construction law
  • General knowledge of management principles, labour relations principles,
