    Reporting to the Chief Financial Officer (CFO), develop and lead the financial strategy & budget to ensure integrity and accuracy of organization's financial processes and secure its long-term viability.

    Owns financial administration, internal and external financial reports, budgets and controls, internal and external audits as well as treasury and corporate and sales taxes.


    Responsibilities:

    Accounting operations:

    • General management of department including payroll, accounts payable, finance center of expertise and revenue accounting functions;
    • Main Finance contact with labor relations department and union representatives concerning complex cases of work conditions of unionized staff and grievances.

    Corporate Accounting, taxes and Treasury:

    • Production of financial results as per IFRS standards and PSAS (public sector accounting standards);
    • Identify financial risks and maintain a robust internal control environment to mitigate risks;
    • Responsible for VIA Rails' audit environment including planning and coordination of internal and external audit mandates;
    • Collection, remittance and report of all sales taxes and credits;
    • Management of banking activities and operations including cashflow forecasts and monthly funding invoices for TC.

    Financial planning, reporting and control:

    • Develop and maintain financial systems and corporate policies and procedures to safeguard assets;
    • Catalyze process improvement in financial planning;
    • Support functions through development and dissemination of reporting best practices;
    • Direct budget exercises and financial forecasts, including capital requirements;
    • Monitor results against established budgets and forecasts and recommend corrective actions as needed.

    Support business in major projects and initiatives:

    • Work with various teams in the preparation of business cases and provide financial assessment of initiatives;
    • Provide guidance and recommendations to maximize financial performance of initiatives (maximize revenues and/or minimize investments and costs);
    • Accompany operational groups to track costs/benefits stemming from major projects;
    • Monitor results against established budgets and forecasts and recommend corrective actions as needed.
    Support Chief Financial Officer for special projects and Board material:


    • Preparation of financial statements, Management Discussion and Analysis (MD&A) and other ad hoc presentations;
    • Participation at the Audit and Pension Committee to present financial results on both funded and IFRS basis

    Requirements :

    • CPA designation and Bachelor's degree in accounting;
    • 15+ years of experience in finance leadership positions of increasing scope and responsibility;
    • Experience working within or with the federal government is a plus;
    • Uncompromising professional ethics and integrity;
    • Previous experience in an organization of similar scale and complexity, ideally operating across a wide geography.

    Competencies:

    • Excellent verbal and written communication skills in French and English;
    • Demonstrated ability to translate the strategy of the organization into actionable, quantitative plans for the finance function; able to craft strategies that take into account a wide range of factors including how the organization and the market are changing;
    • A relationship builder; able to establish and nurture partnerships with diverse internal and external stakeholders, not always aligned;
    • Strong political acumen; understands politics in the workplace and navigates effectively through complex political situations;
    • A human leader who holds people accountable, recognizes, takes ownership and engages in course correction; delegates, distributes tasks according to individual's experiences and aspirations; provides clear objectives and honest feedback;
    • Ability to properly monitor the corporation's profitability and to implement enhanced processes to optimize productivity and efficiency;
    • Ability to dive deep into the details of the business while staying focused on the big picture.
