Major Responsibilities:


  • Locates and appraises property by conducting research in Geowarehouse, Atlus Data Studio, real estate board listings, comparables, etc.
  • Appraises development lands under Section 42 of the Planning Act one day before the issuance of the first building permit.
  • Negotiates with property owners, solicitors, real estate agents on sale price/rent within predetermined limits. Makes recommendations for approval.
  • Answers inquiries from solicitors, real estate agents, property owners regarding City owned properties available for sale or lease and provides information on land use, zoning and other bylaws governing the property.
  • Prepares reports to Committees and Council regarding real estate issues including sale of City owned properties and the acquisition of lands.
  • Coordinates and assists with the preparation of real estate agreements and other legal documents (ie. Offers to lease, notices of sale, etc.) and checks for accuracy.
  • Corresponds in writing with City's Agencies, Boards, Commissions and Divisions respecting various real estate matters concerning City owned properties.
  • Corresponds with property owners related to inquiries respecting City owned properties and availability of surplus City owned land and acquisition of new lands needed by the City.
  • Provides advice and interpretations of various Acts that relate to City real estate matters.
  • Inspects properties to be sold or leased to ensure marketability. Photographs, measures, calculates area.
  • Assess data on similar sales in determined prices/rates.
  • Represents the City at tribunals, arbitration and mediation hearings and Assessment Review Board as required.
  • May be requested to attend and give evidence on behalf of the City and assist the Solicitor in the preparation of the case.
  • Attends community meetings to assist in the coordination of lease approvals for City owned properties.

Key Qualifications:


  • Postsecondary education in Planning, Real Estate, Business and/or Economics with relevant experience in property management and other realty transactions or an equivalent combination of education and experience.
  • Experience supporting real estate transactions for land development and site management.
  • Experience supporting the appraisal, acquisition, leasing, sale of real estate and/or revenue generating transactions (ie. Licenses, partnership agreements, revenue sharing opportunities, public/private partnerships, etc.)
  • Experience in research, data collection and formal report writing as it relates to real estate.

You must also have:


  • Strong communication skills, both orally and in writing, at a professional level with senior management, consultants, staff, elected officials and the public.
  • Knowledge of land building values in and around GTA and familiarity with real estate market trends and activities.
  • Ability to negotiate and/or articulate a point of view and provide the required back up to support such perspective.
  • Proficient with prioritizing competing demands, managing ongoing project files and completing real estate assignments.
  • Working knowledge of financial and accounting concepts, such as Discounted Cash Flow (DCF), Net Present Value (NVP) and Internal Rate of Return (IRR) and ability to build and review financial models.
  • Proficient with MS Office, in particular Excel.
  • Strong analytical, problem solving and negotiation skills.
  • Good knowledge of the Municipal Act, Municipal Code, Zoning and property standards, regulations and bylaws, as it related to municipal real estate.
  • Ability to exercise independent judgement and discretion in dealing with confidential matters.
  • Ability to travel to various sites and/or work locations within the City of Toronto.
