The

Saskatchewan Advanced Education Collaborative (SAEC) represents the strategic procurement initiatives of Saskatchewan Polytechnic and the University of Regina. The SAEC members spend approximately $300M/year on a wide range of products, services, and construction. While each member operates its own independent supply management function, the SAEC is looking for a dynamic leader to lead engagement with the Indigenous supplier community on behalf of the SAEC members and contribute in further developing each SAEC members' Indigenous procurement strategies.

The

Indigenous Procurement Lead is a newly created role to support increased participation of Indigenous businesses in the two SAEC members' procurement processes. The Indigenous Procurement Lead will be responsible for engaging with the Indigenous supplier community, building awareness of procurement opportunities, creating and maintaining a database of 'procurement ready' Indigenous businesses, supporting suppliers through the bid and service delivery process, expanding the capabilities of Indigenous firms in successfully participating in future procurement opportunities, providing guidance to the SAEC member's Indigenous procurement strategies and fostering relationships across the procurement community of both campuses.

Accountabilities:

Leadership & Development

  • Foster relationships with other Indigenous service providers that can support businesses participating in sourcing opportunities of the two SAEC members.
  • Build awareness of SAEC's Indigenous Procurement strategies across Saskatchewan by coordinating information sessions targeted to established Indigenous businesses, attending events focused on the Indigenous business community, acting as the first point of contact with Indigenous businesses seeking support.
  • Develop and deliver presentations and information workshops to Indigenous business owners or stakeholders, being a source of inspiration to Indigenous business owners and aspiring Indigenous entrepreneurs by assisting them at every step of the way in participating in SAEC procurement opportunities.
  • Facilitate outreach strategies with Indigenous communities and businesses to support business development through education and other initiatives.

Stakeholder Service Delivery

  • Develop a thorough understanding of SAEC members' procurement processes for the purpose of supporting Indigenous businesses through the bidding/tender process, contracting, and product and service delivery process. Provide leadership on suppliers meeting service agreement obligations.
  • Provide advice and guide businesses on compliance with policies, procedures, regulatory, and legislative requirements.
  • Identify and qualify new suppliers, assist Indigenous businesses not yet 'procurement ready' on how best to expand product and service delivery capabilities in order to participate in future procurement opportunities.

Problem Solving

  • Identify opportunities and dismantle barriers to Indigenous businesses and communities participating in SAEC member procurement opportunities, using information/data, supplier input and past experience to create opportunities.
  • Use critical management analysis skills to identify issues and collaborative opportunities to enable businesses and SAEC members to meet respective goals.
  • Make sound recommendations on new ideas and approaches to issues that arise and opportunities to create stakeholder value.
  • Strive to develop, support, and expand positive working and learning environments for Indigenous Peoples.
Position Requirements

  • A Bachelor's degree in a relevant field, or equivalent combination of education and experience.
  • A well‐rounded understanding of First Nations and Metis communities within Saskatchewan, both geographically and culturally.
  • Strong business acumen and understanding of small business and entrepreneurship.
  • Strong interpersonal communication and networking skills including the facilitation of outreach to Indigenous businesses and communities to support business development through education and other initiatives.
  • Ability to lead development and execution of Indigenous community engagement and consultation plans, focusing on collaboration and open dialogue with a high level of emotional intelligence needed to coach and facilitate positive outcomes.
