Job Purpose


Supervises the day-to-day construction and completion of all new schools, additions, and related renovation activities for the Durham District School Board (DDSB).

Directs all construction activities, including design and implementation, in support of the organization's strategic objectives and project plans, and in compliance with relevant regulation and legislative standards, along with Ministry directives, while ensuring that staff and students are provided with a safe and functional learning environment.

Partners with internal and external stakeholders.

Accountabilities


SUPERVISE THE CONSTRUCTION TEAM:

Lead an external team of consultants, engineers, architects and contractors by providing technical and problem-solving guidance for all design, construction, and implementation aspects.

Supervise internal and external resources to ensure adherence to budget, timelines, and requirements.

Review, approve and support all aspects of construction, including material project shop drawings, technical data, site/ floor plans, materials, structure, equipment, systems, and construction methodologies in compliance with DDSB policies, Ministry requirements, and various legislative regulations.


PROJECT MANAGEMENT OF CONSTRUCTION PROJECTS:

Monitor progress and develop reports to ensure project plans (timelines, budgets) of varying complexities and lengths (multi-year) are met successfully, in compliance with DDSB policies, Ministry requirements, and various legislative regulations.

Report project progress to various internal and external stakeholders on an on-going basis. Identify current and future project issues and lead the development of solutions.

Review, authorize and negotiate all aspects of change requests and contracts, including change orders, progress drawings, job site instructions and contractor payments.

Ensure all project documentation, including drawings, maintenance requirements, and operation manuals are kept up-to-date.


MANAGE CONSTRUCTION SITE:

Manage projects while ensuring the maintenance of on-going school operations (vehicle drop-offs, parking, classrooms, fire/ alarms systems, etc.) during construction.

Conduct weekly site inspections at every stage of the project, from pre-construction to post-occupancy in order to evaluate and document site conditions, progress, and identify future issues, while ensuring that construction is completed in compliance with the agreed upon design.

Review all construction-related concerns raised by third-party testing and inspection companies (soils, concrete, asphalt, etc.), and address concerns by commenting or updating project requirements.


SUPPORT CONSTRUCTION PROJECT PLANNING:

Support end-to-end construction projects by assisting the Manager of Facility Design and Construction at various stages of the project.

Provide technical design guidance on project requirements, including the structure of the building, surrounding area, and materials for use. Assist with the preparation of project plans, timelines, budgets, and resources for projects.

Manage aspects of the tender process, including the preparation of the tender document, pre-qualification process, and recommendation of preferred contractor/ supplier.

Provide ongoing support post-occupancy by ensuring that any construction or maintenance deficiencies (odors, dust, noise) are solved in compliance with the relevant warranty policies.


INTERNAL and EXTERNAL PARTNERSHIP:
Provide pre and post construction support. Partner with various DDSB departments, such as IT, childcare, custodial, maintenance, etc. to coordinate moves to a new facility/ addition. Provide up-to-date information and documents to various departments related to the projects.

Address any concerns, complaints, incidents raised by internal staff and external stakeholders such as neighbors or the public, including attending law suit dispositions against DDSB.

Ensure reviews with local, municipal, regional authorities, and with the fire department/ townships is completed in a timely manner.


HEALTH and SAFETY:

Identify staff health and safety requirements, related to construction, and ensure up-to-date documentation in compliance with the DDSB tool kit, and relevant legislation.

Ensure safety of any DDSB staff and visitors while touring sites under construction by identifying requirements and providing personal equipment.

Post-occupancy, identify training requirements and organize school staff training on building operations and functionality, mechanical systems, electrical systems, and life systems as required.

Knowledge and Skills

Oral and written communication skills.

Knowledge of relevant legislation, regulations, and codes.


Knowledge of construction and best practices, pertaining to all aspects of facilities planning, such as mechanical/ electrical/ IT/ life systems, and health and safety.

Project management skills to prepare schedules, budgets and resources at different stages of execution.
